Abstract

《Gansu Ethnic Regional Development Analysis and Forecasting（2018）》is co-organized by Gansu Provincial Ethnic Affairs Commission and the Gansu Provincial Academy of Social Sciences.This book is based on the overall arrangement of"five in one"and China's new"innovation，coordination，green，open and shared"development concept，as well as the general instructions of General Secretary Xi Jinping on the"eight efforts"of Gansu social and economic development，mainly for overall and general issues and local and hot issues in the socio-economic development of ethnic minority areas in Gansu Province of 2017.It can provide opinions，countermeasures and suggestions for the national decision-making management departments.It also can provide intellectual support for the development of ethnic areas.The blue book is composed of"General Report"，"Feature Articles"and"Appendix".

On the integrity and universality of the development of Gansu Ethnic Minority Areas，this book focuses on the development of specialty industries in Gansu ethnic areas，the management of national affairs according to law，the development of education and medical and health development，the protection and development of intangible cultural heritage and ecological immigration in the whole and universal issues.In terms of hot issues，this book mainly focuses on the poverty alleviation，to support the population of less economic and social development，urban national work，minority language protection and halal food management and other issues，the purpose is as much as possible to show Gansu national social and economic development of 2017，analyze the existing problems and put forward the countermeasures and suggestions.

2017 is an important year for the implementation of the"13th Five-Year Plan".In this year，the ethnic areas of Gansu have seriously deployed central and provincial government decision-making，and actively respond to the arduous tasks of the new economic development environment and the construction of a well-off society.Economic，political，cultural，social and ecological progress has been in good shape，while the national work had so much highlights and national affairs governance capacity has been improved.However，the overall development of social economy in gansu is lagging behind，the progress of legalization of national affairs is slow，the level of industrialization of cultural resources is low，public services are inequality，the contradiction between ecological protection and development is outstanding.The difficult situation of building a well-off society in an all-round way has not changed fundamentally.From now to 2020，Gansu ethnic areas need to grasp the characteristics of developmentand accelerate economic and social development in ethnic areas，so as to achieve the goal of a well-off society with the whole province and even the whole country in 2020.
