英国：注重产业创新，人工智能成为国家战略核心

英国政府对于人工智能的发展跃跃欲试，希望通过抢占人工智能发展的制高点成为这一次产业革命的全球引导者。其实英国早在2012年就将人工智能以及机器人技术列为国家发展的八大核心技术之一，2014年发布了《机器人与自动系统2020》（RAS 2020 Robotics and Autonomous Systems），希望在2025年占全球机器人市场25%的份额。2017年10月英国又发布了《在英国发展人工智能》（Growing the Artificial Intelligence Industrial in the UK）的报告，对英国当下的人工智能发展提供政策支持，同年11月又发布了《现代工业化战略》（Industrial Strategy：Building a Britain Fit for the Future）以及《机器人与人工智能：政府对委员会2016—2017年会议第五次报告回应》（Robotics and Artificial Intelligence：Government Response to the Committee's Fifth Report of Session 2016-2017）等。2018年4月26日，英国政府发布了《产业战略：人工智能领域行动》（Industrial Strategy：Artificial Intelligence Sector Deal）政策文件，针对2017年11月发布的《现代工业化战略》中提及的“人工智能与数据经济”挑战，就想法、人民、基础设施、商业环境、地区五个生产力基础领域制定了具体的行动措施，以确保英国在人工智能行业的领先地位。
