4.2　Alter native hydropower options

If the decision is taken to devel op hydr opo wer,t hen sustainability criteria must be available f or bot h gover n ment agencies and devel opers to pr ovide an eff ective co mparison of hydr opower pr oject alter natives.Such criteria are required in or der to eli minate unsustainable hydropower projects early in the project planning phase.
