Measures the level of sovereign risk and likelihood of regulator y approval.
B2 Aspect:Econo mic viability
•Cost/benefit analysis has been undertaken on the econo mic viability of the project,and
•Auditing/monitoring of economic perfor mance is planned.
B3 Aspect:Additional econo mic benefits
The value,and potential to be effectively delivered,of additional benefits to directly affected stakeholders and the br oader co mmunity.These benefits can include:
a)Direct and indirect employ ment,
b)Education,transfer of knowledge,and capacity building,
c)Impr oved healt h care(new facilities,i mproved water supplies,provision of electricity),
d)National develop ment and additional economic activities,e.g.,new industries,
e)Additional amenity,e.g.,recreation and infrastructure(roads,electricity supply).
B4 Aspect:Planned operational efficiency and reliability
This assesses the planned operational efficiency of the project in the context of the broader system and relevant mar ket arrangements.
The assess ment looks at three specific areas:
1.Planned management of the hydrological resource,
2.Design efficiency of the power station assets(e.g.,turbines),and
3.Planned and/or existing efficiency of the net work assets.
It also assesses t he likely reliability of t he power scheme in the context of the broader system and includes short-ter mand long-ter mreliability of the hydrological resource,power station assets(e.g.,tur bines and generators),and net wor k assets.
B5 Aspect:Pr oject manage ment plan
Assesses t he proponent’s ability to design and constr uction the project.
B6 Aspect:Site selection and design opti misation
Measures the planning f or,or i mplementation of site selection and design opti misation that:
•avoidance of exceptional environ mental and cultural heritage sites,
•mini mises distur bance to existing feat ures and activities(e.g.,practicable reduction in flooded area in relation to GWh output),and
•maximises economic,social,and environ mental opportunities.
B7 Aspect:Co mmunit y and stakeholder consultation and support
Assesses the likely degree of co mmunity support for the pr oject and the planning f or and processes used to gain that support.
B8 Aspect:Social i mpact assess ment and manage ment plan
A social i mpact assess ment is planned or has been undertaken for the pr oject and it:
•has or will thoroughly identif y relevant issues,
•has or will include appropriate levels of stakeholder consultation,and
•has or will recommend effective and community and regulator-supported mitigation,compensation and/or enhancement.
B9 Aspect:Predicted extent and severity of econo mic and social i mpacts on directly affected stakeholders
Measures the potential extent and severity of econo mic and social i mpacts on directly affected stakeholders(including vulnerable social groups).It also looks at plans to avoid i mpacts and/or mitigate and co mpensate f or t hose i mpacts.As well,It considers plans f or i mpr oving present conditions through enhancement pr ograms.Assess ment includes a prediction of likely outco mes.

A public health assess ment of the project that considers:
•Areas of risk,
•Measures to manage risk,and
•Opportunities to provide public health benefits(e.g.,i mproved supplies of electricity and water,increased employ ment,flood mitigation).
B11 Aspect:Safety
Safety planning is assessed relative to appropriate national and international standards and comparable industry practice.
B12 Aspect:Cultural heritage
Looks at the level of i mpact and planning f or protection and conser vation of historic and indigenous heritage values.
B13 Aspect:Envir on mental i mpact assess ment and manage ment syste m
An environ mental i mpact assess ment is planned or has been undertaken for the project and it:
•has or will thoroughly identif y relevant issues,
•has or will include appropriate levels of stakeholder consultation,and
•has or will reco mmend effective and co mmunity and regulator-supported mitigation,compensation and/or enhancement.
An environ mental management system(including appropriate environ mental management plans)is planned for both the constr uction and operational phases of the project.
B14 Aspect:Threshold and cu mulative envir on mental or social i mpacts
Where a new project is pr oposed for an unregulated river system,an assess ment has been made of the potential f or a project delivering equivalent benefits on an already developed river in the same region.
If an alter native feasible option is identified on a previously developed river,its cu mulative and other environmental or social impacts are also assessed.
Preference should be given to develop ment on previously developed river basins if the cumulative and other environmental or social impacts areless than theimpacts of new develop ment on an unregulated river system.
B15 Aspect:Construction and associated infrastructure i mpacts
An environ mental and social management plan is,or will be in place f or the constr uction stage of the project.The plan(s)cover i mpacts associated infrastructure,such as roads,housing,and transmission lines.The plan(s)should thoroughly address all major issues involving environ mental dist ur bance and changes to the affected communities.Emergency preparedness should also be included.
B16 Aspect:Land manage ment and rehabilitation
Measure the assess ment and planning for effective land management and rehabilitation during the construction process.It also looks at agreements and planning f or on-going land or catch ment management,including management of terrestrial habitat,over the life of the scheme.
B17 Aspect:Biodiversity and Pest Species
Looks at ecosystem values,habitat,and specific issues such as threatened species,fish passage,and introduced pest species in the catchment,reservoir,and downstream areas.Assesses planned investigations and likelihood of agreement with regulators and stakeholders.
B18 Aspect:Envir on mental flo ws and reser voir manage ment
Measures the likely effectiveness of the planned environmental flow and reservoir management regi mes to meet expected environ mental,social,and econo mic outco mes.
B19 Aspect:Sedi mentation and erosion
Understanding the risks associated with reservoir and downstream sedi mentation and erosion.Measures the likely effectiveness of programs to manage these risks.These programs could include,f or example,specific operational r ules,capital wor ks,and catch ment management programs.
B20 Aspect:Water quality
Planning to manage potential water quality issues in t he reser voir and downstream of the power station.
