7.2　Summary of Aspects and Scores(Operating Hydropower Facilities)

C1　Aspect:Governance

Looks at the gover nance of t he business in ter ms of sustainability objectives.

C2　Aspect:Econo mic viability

Operations are econo mically viable.A business plan is in place and auditing/monitoring measures perfor mance against agreed bench mar ks and targets

C3　Aspect:Additional econo mic benefits

Distribution of additional benefits to directly affected stakeholders and the broader community.These benefits can include:

a)Direct and indirect employ ment;

b)Education,transfer of knowledge,and capacity building;

c)Impr oved healt h care(new facilities,i mproved water supplies,provision of electricity);

d)National develop ment and additional economic activities,e.g.,new industries;

e)Additional amenities,e.g.,recreation and infrastr ucture(roads,electricity supply).

C4　Aspect:Markets and innovation

Understanding of short and long-ter m mar ket conditions,and ability to respond to potential changes in market conditions.

C5　Aspect:Operational efficiency

This assesses the operational efficiency of an individual power station or group of power stations in the context of the broader system and relevant mar ket arrangements.The assessment looks at three specific areas:

1.Management of the hydrological resource,

2.Efficiency of the power station assets(e.g.,turbines),and

3.Efficiency of the net wor k assets.

It also assesses efficiency in present context and progress towar ds the practicable removal of constraints that prevent opti mu m efficiency.

C6　Aspect:Operational short-ter m and long-ter m reliability

This assesses the operational reliability of an individual power station or group of power stations in the context of the broader system.

This includes short-ter m and long-ter m reliability of the hydrological resource,power station assets(e.g.,t ur bines and generators),and net wor k assets.

C7　Aspect:Co mmunity acceptance

Assesses the ongoing degree of community support for the scheme and the processes used to maintain that support.

C8　Aspect:Dam,po wer station,and associated infrastruct ure saf et y

Asset safety is demonstrated as a first priority for dam and power stations.

C9　Aspect:Employee safety,occupational health,and well-being

A comprehensive employee safety,occupational health,and well-being program is in place and its effectiveness can be demonstrated.This system identifies and measures the status of employee safety,occupational healt h,and well-being issues and hazards.The system also details management measures to reduce or eli minate hazards and enhance occupational health and well-being.

C10　Aspect:Employee opportunity,equity,and diversit y

Employee training,develop ment,equity,and diversity programs arein place and viewed positively by the recipients.(https://www.daowen.com)

C11　Aspect:Suppliers and ser vice providers

Measures the organisation’s consideration of sustainability issues when purchasing goods and services.Also assesses the or ganisation’s relationships wit h major suppliers and service providers(e.g.,net wor k service provider).

NOTE:Sustainability perfor mance of a supplier or service provider should be assessed on t he basis of the potential risk of associating with that business.For example,reputational risk or likelihood of nonco mpliance with sustainability objectives.Considerations should include such t hings as,environ mental perfor mance,the adoption of internationally recognised labour practices,human rights,and support f or local employ ment.

C12　Aspect:Cultural heritage

Looks at the protection and conservation of historic and indigenous heritage values.

C13　Aspect:Social co mmit ments

Comprehensive social management program and perf or mance in relation to original social commit ments made when the scheme was approved ANDcurrent social commit ments.

C14　Aspect:Directly aff ected stakeholders(including t he local co mmunity)

Measures the success of avoidance,mitigation,compensation,and enhancement programs addressing social impacts on directly affected stakeholders(including vulnerable social groups).Also measures co mmunity support for those programs.

C15　Aspect:Environ mental co mmit ments and manage ment

Perf or mance in relation to original environ mental co mmit ments made when the scheme was appr oved and current environ mental co mmit ments(including environ mental management systems).

C16　Aspect:Reser voir manage ment

Measures the effectiveness of the reservoir management regi me to meet agreed environ mental,social,and econo mic outco mes.

C17　Aspect:Environ mental flo ws

Measures the effectiveness of the environmental flow regi me to meet agreed environmental,social,and econo mic outco mes.

C18　Aspect:Biodiversity and pest species

Looks at agreed ecosystem values,habitat,and specific issues such as threatened species,fish passage,and pest species in the catch ment,reservoir,and downstream areas.

C19　Aspect:Water quality

Management of water quality in the reservoir and downstream of the power station.

C20　Aspect:Sedi mentation and er osion

Understanding the risks associated with reservoir and downstream sedi mentation and erosion.Measures the effectiveness of programs to manage these risks.These programs could include,for example,specific operational r ules,capital wor ks,and catch ment management pr ogra ms.
