In the history of Jinan, there were countless historic buildings in the old town and the commercial area.Due to urban construction, many historic buildings have disappeared.In view of this phenomenon, in September 2014, Jinan Urban Planning Department drafted the Jinan Historical and Cultural City Protection Plan.The plan has involved several protection levels: Urban Historical and Cultural Heritage, Historic Town, Ancient Streets and Traditional Scenery Areas, Official Architectural Heritage, Historic Buildings and Excellent Industrial Relics, Spring Water Landscape Areas, Intangible Cultural Heritage and Excellent Traditional Culture.Meanwhile, the related plan on display and utilization were formulated separately.
In March 2016, the Municipal Urban Planning Bureau launched a survey of historic building, begun to investigate, register, identify, map and document architectural heritages in the whole city area.The surveys include the location, constructing time, history background, structure, type, style, damaging status, preserving status, and present usage status among other areas.Through evaluation and documentation of these basic data of the census, an archive and database of Jinan’s historic buildings was established.By the end of the year, the working group had examined more than 500 historical buildings within the census.In January 2018, the Municipal Government announced that 366 historic buildings were architectural heritage sites,[28]including 260 traditional residential houses, 25 industrials heritage classes, 38 commercial office classes, 20 religious and cultural education classes, and 23 other categories.In June 2018, the Jinan Urban Planning Bureau announced the protection plans for the first batch of 24 historic buildings.Each historic building has a specific ‘amulet’, which declares its historical features, value elements, and proposed the specific preservation and utilization methods.(https://www.daowen.com)
Following this, in April 2018, the Municipal Government issued protection plans for the three historical and cultural areas of Jinan: Furong-Baihuazhou Street area, General Temple Street area, and Shandong University West Campus[29]area, thereby protecting the historical buildings and their surroundings as a whole.
