6.3 Strategies to achieve proposed outcomes
To enable t he above outco mes to be addressed the f ollowing strategies are outlined.The project proponent should ensure that:
Adequate consultation is undertaken,wit h relevant local,regional and national agencies consulted,and any legislation,regulations,codes of practice or guidelines of gover n ment agencies co mplied wit h;
Impacts on the co mmunity,stakeholders and the environ ment areidentified and that stakehol ders are inf or med about t he project and t he i mplications f or t hem,as well as being regularly consulted throughout the planning and i mplementation phases;
Stakeholders who may be aff ected by t he pr oject are pr ovided wit h t he opport unity to be represented during the different phases of project develop ment;
Those co mmunities or individuals affected by t he pr oject are co mpensated f or i mpacts caused by the project;
The pr oposed pr oject is t he best alter native,f ollo wing t he consideration of relevant stakeholders concer ns;
A negotiated and agreed outco me is achieved wherever possible;and
The community and environ mental resources are managed in a sustainable way,and on-going monitoring and liaison wit h local co mmunity gr oups continues t hr ough the life of the project.
Co mmunity acceptance of a pr oject,particularly in its early phases,will greatl y assist in the successf ul i mplementation of that project.To achieve co mmunity acceptance,the f oll owing shoul d be undertaken by t he pr oponent and/or regulator y authorities.
1.Ensure that benefits and costs of the project,including environ mental,social and econo mic,are clearly identified,docu mented and disseminated to stakehol ders.
2.Identify stakeholders and i mpacted communities and provide them with the opport unity to have inf or med input into t he decision making pr ocess.The community must view the process as being open,fair and inclusive.(https://www.daowen.com)
3.Aff ected stakehol ders shoul d participate in the devel op ment and i mplementation of mitigation measures,incl uding the f or mulation of a Resettlement Plan or Policy.
4.A process f or addressing f uture concer ns or risks fro m t he pr oject needs to be outlined to stakeholders at the start of the project.
5.Specifically identif y any minority and/or vul nerable gr oups and ensure t hat they are adequately represented in any consultation process and are not adversely i mpacted by t he project.
6.Communities and/or groups that are i mpacted by a project should be the first to benefit.These gr oups should also participate in t he identification,planning and distribution of benefits.
7.Communities that will be affected should be compensated for their loss.This will include those persons or groups displaced by associated infrastructure develop ments,such as roads,those communities both upstream and downstream who experience loss of livelihood,and those who depend on common resources such as forests and agricultural land that might be altered by the project.
8.Where compensation is to be paid,this is undertaken in a ti mely manner to ensure t hat t he displaced persons are not disadvantaged.
9.Where involuntary displacement is necessary,f ollowing consideration of all other alter natives,t he sa me co mpensation and support standar ds should apply to all groups whether they have agreed to relocation arrangements or not.
10.All displaced persons should be inf or med about t heir rights and options in relation to resettlement.
11.Local and regional resources(particularl y labour)should be utilised in the develop ment and operation of the project.Local communities will then more readil y see t he benefits of the scheme to their co mmunity.
12.Social compensation projects(such as new roads)should undergo appropriate envir on mental assess ment.
