Assessing,either by regulator y authorities or t he proponent,to demonstrate a need for the project:
These assess ments should include:
•evidence of likely f uture energy requirements,
•evaluation of a range of alternative options(including practicable efficiency measures)to meet those requirements,and
•evidence that t his project is the best option to meet those requirements.

Measuring the planning f or,or implementation of site selection and design optimisation that:
•avoids exceptional envir on mental and cult ural heritage sites,
•mini mises distur bance to existing features and activities,and
•maxi mises econo mic,social,and environ mental opportunities.

Assessing the proponent’s ability to design and construct the project.
A6 Aspect:Project finance risk
Assessing the finance availability and ter ms for the design and construction phases of the project.

Analysing the short and long-ter m econo mic viability of the project and the likelihood of it achieving its econo mic and ser vice deliver y objectives.
A8 Aspect:Markets,innovation and research
Understanding of short and long-ter m market conditions and ability to respond to potential changes through,for example,research and develop ment programs.
A9 Aspect:Additional econo mic benefits and capacity building
Assessing the range and value of additional benefits associated with the scheme and the potential for them to be effectively delivered.

Assessing the planned operational efficiency of the project in the context of the broader system and relevant mar ket arrangements.It is also assessing the efficiency of the conversion of pri mary ener gy to electrical ener gy and the relative efficiency of the pr oposed option as co mpared to si milar technology options.

Assessing the likely degree of community support for the project and the planning for and processes used to gain that support.It also assesses plans for ongoing stakeholder feedback,and measurement and reporting of sustainability perf or mance.
A14 Aspect:Social i mpact assess ment and manage ment planning
Examining the suitability,adequacy,and effectiveness,of social i mpact assess ments or plans to carry out assessments.It is also examining the acceptance and likelihood of successf ul implementation of compensation,mitigation,and/or enhancement strategies.
A15 Aspect:Extent and severity of social,economic,and cultural i mpacts on directly affected stakeholders
Measuring the extent and severity of social,econo mic,and cult ural i mpacts on directly affected stakeholders(including vulnerable social groups).It is also looking at likely effectiveness of plans to pr ovide enhancements,avoid i mpacts and/or mitigate and co mpensate for those i mpacts.

•t he degree to which it can be avoided,mitigated,co mpensated,or enhanced.
Environ mental value relates to uniqueness,rarity,and existence of threatened or endangered species or habitat.

Assessing projected wastes generation and greenhouse gas emissions over the life of the scheme in ter ms of quantity,environ mental consequence,and management costs.
