7.1.1 Formulating Perfect Laws and Regulations for...
Although in recent years the government departments and social medias have paid great attention to the protection situations of the residence of historic personalities in Jinan, but at the time of writing, the Cultural Heritage Department has not promulgated laws and regulations specific to protection and development of these historic residences. This leads to chaos and confusion when residences and their surroundings are faced with natural and man-made disaster risks. Therefore, it is necessary to formulate relevant laws and regulations before disaster strikes, and to constantly improve them over time based on experience in the field.
In addition, the Government should initiate the formation of a professional protection committee or department to manage Jinan’s historic residences and to carry out the supervision of any related works. These include functions such as actively investigating and exploring the heritage sites of historic persons and formulating specific protection and development plans for each site. For example, for residences already in the condition for display, the committee could actively develop them into a museum or memorial. For the residences that have been listed but are utilized for other purposes, detailed guidelines for protection and use should be formulated, including regularly instructing residents in methods of natural and man-made disaster prevention techniques.Additionally, they should be trained to pay attention to regular maintenance needs, and raise awareness of any issues for the continued protection of these heritage sites. For the residences which have not been listed for protection, expert conferences should be actively organized to speed up the listing process. At the same time, the management department should supervise and commercially develop each residence, regulate daily use and maintenance needs, as well as resolve any conflicts between new urban construction and residence site protection.(https://www.daowen.com)
In addition to formulating a specific historic residence management system, it is also necessary to integrate protection awareness into the formulation of other policies. The Committee should provide suggestions to local and provincial Government in urban planning, economic and cultural development policies making process, thereby improving the position of these residential heritages protection in local policy, raising public awareness of cultural heritage protection, and finally taking heritage protection as one of the important tasks in social development. The establishment of a healthy policy environment for the sustainable development of these historic residences will generate increased levels of enthusiasm by the stakeholders protecting heritage sites. For example, by reducing income and property tax for well-designed and properly managed historic residences.Through these methods, historical personalities’ residences can be officially protected, invigorated, and integrated into new urban planning development projects in Jinan.
