There was,as is normally assumed,a quiet period in the history of European urbanization between the rise of medieval towns from the 11th century to the 13th century, and‘the Second Urban Revolution’from the second half of the 18th century onwards. This is to say that there were few new towns emerging in Europe, and the development scales of those old towns from the 14th century to the first half of 18th century were uneven and limited. This paper intends to explore the changes in the nature of English towns during the period 1500 to 1750(the early modern times),and assumes the perspective that more and more modern virtues gradually came to these towns. It is a transformation period for English towns. This assumption is derived from two observations:the transformation of old medieval towns, and the rise of new cities.
