(I feel very honored to be invited to attend the Medal Parade)or Zao Chen Hao(Good Morning)
It is an honor to be with you today on this very special occasion.We can never adequately reward police or military personnel for their years of dedicated service.The award of medals and decorations is consequently only partial compensation of how much we owe you,the peacekeepers of the United Nations,for your loyalty and achievement.
Your country began contributing to UN peacekeeping in 1990,when Chinese peacekeepers deployed to the United Nations Iraq-Kuwait Observer Mission.Following were 13 missions throughout the world.Chinese military observers are currently serving in UN missions in the Middle East,Western Sahara,Ethiopia and Eritrea,Sierra Leone,Congo,Liberia,Cote D’Ivoire and Burundi,while Chinese troops are deployed in Liberia and Congo.
Chinese peacekeepers began arriving in Liberia in November 2003 and have since then been providing an invaluable service through their engineering,transport and medical contingents.Today,there are 558 Chinese of you here.The Engineering contingent is mandated to repair and maintain the main supply routes and have to date repaired more than 200 kilometers of these in its area of operation.This is a remarkable achievement.You have literally paved the way for UNMIL troop deployment,opening areas that were inaccessible and facilitating the movement of much-needed humanitarian aid.
Liberia is considered one of the most challenging peacekeeping deployments in the world due to the lack of infrastructure.Despite this,your transport unit has delivered many thousands of tons of essential items ranging from building materials and equipment to food and voter-registration materials to every part of Liberia.
The Chinese doctors serving in the Level II hospital in Zwedru,Grand Gedeh County have treated and cured hundreds of patients and are providing free medical services to the local population.This is an invaluable service given the complete breakdown of basic social services in remote Liberia.
You have exhibited a professionalism and dedication that has never failed to impress all who serve beside you.Your task is not an easy one.The success of both the civilian and military components of UNMIL is dependent on the roads you rehabilitate and the materials you deliver.
Your contribution to the successful disarmament and demobilization process is something for which all Liberians are truly grateful.The interaction you have with the Liberian people is critical to our overall success.As UN peacekeepers,your actions and words are remembered and it is to you that the people look to for assistance.
I should like to take this opportunity to pay special tribute to Commanding Officers Lieutenant Colonel Li Siling of the Chinese Transport Contingent,Lieutenant Colonel Ding Siling of the Chinese Engineering Contingent and Lieutenant Colonel Wang Siling of the Chinese Level-2 Hospital for leading their troops in an exemplary manner.But most importantly,we pay tribute to those of you here today.I salute the men and women of the Chinese contingent,and I salute your spirit and determination in accomplishing your work.
Now,on behalf of Secretary-General Kofi Annan,it is my pleasure to award to you the United Nations Peacekeeping Medal in acknowledgement of your contribution to the peace process.
