10.1　General Requirements

10.1.1　The construction planning shall be compiled based on the following data:

1　The construction-related hydrological，meteorological，topographical and geological information and corresponding design results of the hydropower station.

2　Social conditions of the region where the hydropower station is located.

3　Opinions and requirements from the superior authority or the owner on the construction planning.

10.1.2　The construction planning shall be compiled under the following principles:(https://www.daowen.com)

1　Complying with the relevant laws，regulations，technological and economic policies.

2　Integrating with status quo and accommodating to the local conditions，coordinating construction and environmental protection to the best.

3　Making overall arrangement，comprehensively balancing and properly coordinating the constru-ction at various parts of the project to ensure construction safety.

4　Promoting new technology，new materials，new workmanship and new equipment in a positive and prudent way.
