3.1 Index Selection of Three E's And Ten Principles

Generally,smart growth focuses on the prosperous economy,social quality and environmental sustainability,which also known as Three E's.In accordance with the ten principles which has been referred to in the Introduction part,we can get the concept figure as Figure 1.

It is clearly shown in the Figure 1 that the second indexes are inherent in the combination of three E's and the ten principles.And the two kinds of standards can be seen as the two different aspects of a same problem.

The first level is the three E's standard,and the character X i represents different indexes.The character Pi represents ten principles.It is only a concept figure to clarify the logic relations between the index and the two standards.And the number of index or ten principles may not real.

And the number from 1 to 10 represent the corresponding principles as follows.

•(1)Mix land uses.

•(2)Take advantage of compact building design.

•(3)Create a range of housing opportunities and choices.

•(4)Create walkable neighborhoods.

•(5)Foster distinctive,attractive communities with a strong sense of place.

•(6)Preserve open space,farmland,natural beauty,and critical environmental areas.

•(7)Strengthen and direct development towards existing communities.

•(8)Provide a variety of transportation choices.

•(9)Make development decisions predictable,fair,and cost effective.

•(10)Encourage community and stakeholder collaboration in development decisions.

Based on the three E's together with the ten principles,we can get the second index shown in the Table 2.
