4.1 The Evaluation of The Current Growth Plan
To implement our smart growth theories into city design around the world,we have to select two midsize cities on two different continents.Firstly,according to the website provided on the end of the problem,we decide to choose the Arlington County,Virginia to be the first city.
According to the PDF file given by the website,Arlington,Virginia is an inner suburb just across the Potomac River from Washington,DC,and a nationally recognized leader in smart growth and TOD.The population is about 208,000.And it focus on mixed-use development around the transit stations and tapering down the intensity and size of buildings into the surrounding residential neighborhoods.

Besides the Arlington city from America,we also chose a mid-sized city Sanya from the developing country China.As is known to all,Sanya is a tourismoriented city with beautiful coasts.To make the city a better place for the residents and tourists to live in,Sanya has started the smart growth plan several years ago.

According to the ANP evaluation model we established,we can get the evaluation value of the standard index and the index of current growth plans.By comparing the evaluation value of both sides,we can figure out the success rate of current growth plan.The detailed progress of the evaluation can be seen in the Figure 6.

By referring to the official website of the Arlington County,and some documents of the development plan of Sanya.We sum up the data on the basis of the six S's metric system.The detailed information can be seen in the Table 11.

The indexes for smart cities are correlated and interacted,a kind of net like mode.Given that the indexes are not independent,the paper adopts the network analytic method to determine the weight.
According to three E's and ten principles,the standards for evaluating smart cities are subdivided into six aspects.
The indexes exert different degrees of influence to different standards,so the network judgment matrix is presented as follows：

According to the network analytic hierarchy model,the hyper-matrix W is obtained on the basis of each judgement matrix and each element of the supermatrix is weighted to get the weighted super-matrixˉW.And the final weight value is obtained by calculating the extreme value of the super-matrix.
Firstly each judgement matrix undergoes normalization processing.
Then the normalized eigenvector is calculated.

In a similar way,other risk judgement matrixes undergo normalization processing and then the normalized eigenvector is calculated.Given that the normalized eigenvector is aij and tij respectively.

Finally the weighted super-matrix is adopted to figure out the limit value of the relative ordering vector.
The standard weight values of six judgement standards are finally calculated as follows：

Using the initial data of the two cities we can evaluate the value of six standards which can be defined as smart index on the basis of the ANP evaluation model.And the result is displayed in the Table 14.

The table implies that the total value of both city are all above 70,so the growth plans of the two cities are successful comparably.And Sanya's total evaluation value is lower than the Arlington's.However,it doesn't mean that the growth plan of Sanya is comparably unreasonable in all aspects.Because Sanya is a tourism-oriented city,so the value of green economy or smart economy is higher than the value of Arlington.And the component of the citizens in Sanya is more complex than that in Arlington,so the value of smart citizen and government in Arlington is higher.Although Arlington has more side walks and bike lanes,the green traffic style is more wide spread used in Sanya.
All in all,Arlington should pay more attention on the development of green economy and smart traffic.And Sanya has to take advantage of the tourism to develop the economy oriented by tourism and put more eyes on the construction of soft power,such as smart government and smart living.
