3.2 The Establishment of Six S's Metric...
The index system in the Table 2 is based on the three E's and ten principles.Thinking of the complex relations between the index and two different standards,we can combine the content of three E's with the content of ten principles.Thus,the six S's metric system including smart economy,smart citizen,smart government,smart traffic,smart environment and smart living can be established.After reading some related documents,we can provide the meaning of six S's as follows：
•Smart economy
The index of the smart economy is different from the common economy.It emphasizes the innovation and entrepreneurship,and the core of the smart economy is to foster a healthy economy environment by developing new technologies and encourage innovation.It can also foster closer links between the domestic economy and the global economy to maintain the vitality and competitiveness of a city.

•Smart citizen
The content of smart citizen refers to the participation of citizen into the community development and public affairs through online platforms or other ways.It also means the establishment of a favourable environment for lifelong learning as well as promotion of social plurality,flexibility and open-mindedness.

•Smart government
Smart government means the closer connection between the government and the citizen,as well as the enterprises.It is more about the tenth principle which encourages community and stakeholder collaboration in development decisions.

•Smart traffic
It involves the enhancement of the efficiency and quality of the traffic system.What's more,it also refers to provide a variety of transportation options.And the wide spread use of public transport,clean-fuel vehicles and other green way of traffic is also an important part.
•Smart environment
It involves both the protection of the public space and the conversation of green area.The mix land uses and the compact building design of the ten principles are also contained in this part.The efficient community of less use of water,electron and fuel is an important part.
•Smart living
It means an improvement of peoples living environment and quality of life.To make the goals into realization,we must build walkable neighborhoods and promote the rate of the internet coverage.Thus people will have a closer connection with the surrounding environment.

According to the analysis above,we can establish the six S's metric system by means of a diagram.The new metric system combines the three E's and ten principles,and can evaluate the success of the growth plan in a more clear and convenient method.We unified the complex standards of the smart growth from two aspects of one problem,and the structure of the metric system is vividly displayed in the Figure 2.
As is vividly shown in the Figure 2,different colors represent different kinds of indexes which are used to evaluate the growth plan.And the second index X ij belongs to the first index Si.However,the relationship between six S's are not exactly liner.These indexes of six S's not only account for the smart growth,but also affect with each other,and the specified relationship will be studied in the following evaluation model.
