12.2.1 According to the practical situation of the hydropower station，the investigation，monitoring and assessment of the current environment state shall be carried out based on the available data and initial analysis，so as to identify the targets and objects of environmental protection.
12.2.2 The prediction and assessment of environmental impact shall be made in combination with the project analysis and the situation of public participation.The predominant environmental issues and the environment-sensitive objects that have been identified and screened out shall be emphasized for analysis and assessment.The queries on environment raised by the public shall be answered or given solutions.
12.2.3 With respect to the objects，scope，duration and extent of unfavorable impacts of project，the environmental protection method and measures for precaution，mitigation，rehabilitation，compensation，management，scientific research and monitoring shall be developed according to the objectives of environmental protection.(https://www.daowen.com)
Several options on the engineering environmental protection measures shall be compared till the recommended one is taken，in which the design of project layout and scale，technical process，major design parameters，instrumentation and equipment，quantity of construction，progress schedule，etc shall be provided.
12.2.4 An environment management plan shall be formulated in which the environmental protection content and requirements in project design，environment supervision and bidding are identified.An environment monitoring plan shall be formulated as well in which the setup of monitoring stations，the monitoring method and the technical requirements shall be in compliance with the current environment monitoring specifications of the nation.
12.2.5 An investment estimate for environmental protection shall be compiled，with an annual invest-ment program be proposed.
