13.1　General Requirements

13.1.1　According to the current relevant laws and regulations of the nation，a report or a reporting table on soil and water conservation program shall be compiled for the construction of a hydropower station and submitted for approval.(https://www.daowen.com)

13.1.2　When several options on the designs of site location，routes，construction layout are compared，the rationality and restrictive factors of the options shall be analyzed from the aspect of soil and water conservation，and then recommendations be proposed.
