五、结语
诚如中国学者黄安年教授所言：“社会福利保障是一个涉及社会经济发展和持续发展，涉及社会政治稳定、进步和发展，涉及各个阶层的利益集团互动关系，涉及过去、现在和未来相互影响的十分复杂的系统工程。对它的政策的历史回顾、实施时面对的诸方面的矛盾，以及它的前瞻影响都是必须重视的……对于美国不同于西、北欧典型福利国家的社会福利保障机制的不足和优长，我们都需要加以研究。”[46]“二战”后美式资本主义制度发生多重深刻变化，福利国家制度的构建和拓展是其中最重要的新变化，1935年制定和通过《社会保障法》奠定了美式福利国家的法律基础。
目前中外学界较为一致的看法是1935年《社会保障法》开启了美国福利国家之门，通过进一步发掘新旧史料、转换研究视角和研究层面，更深入、更系统、更全面地研究1935年《社会保障法》，有助于研究者探索美国社会保障制度蕴含的根本特征及其规律性认识，即通过联邦政府协调和再分配，将所有参与日常经济活动的人与社会保障计划联结起来，将美国人的现在和未来建立在经济安全之上。在美国这样一个强调市场经济制度、自由交易和个人自由的国度，发挥联邦政府和州与地方政府的力量，将社会保障事务纳入国家事权，将此前业已存在的碎片化的社会福利制度整合在一起，通过法律的形式加以整合、拓展和完善，进而系统地构建起一套符合美国国情的社会保障制度是一项殊为不易的系统工程。
回望历史，思古鉴今，当代中国社会保障事业也处于承上启下、开拓创新、快速变革的关键时期。在以习近平同志为核心的党中央坚强领导下，如何吸收古今中外经验教训，从中国现实国情出发，以现实需要为导向，以满足人民群众对美好生活的追求为抓手，既着眼当下紧迫需要，又谋虑经济社会长远发展，进一步挖掘社会保障制度的巨大潜力，发挥社会保障“稳定器”和“安全网”的重要作用，不断构建和完善中国特色的社会保障体系，提升人民群众的满足感和获得感，是摆在社会保障研究者、从业者、决策者面前的重大时代课题。唯有解放思想，实事求是，务实奋进，砥砺前行，才能不负党和人民的期望和重托，为构建和完善中国特色社会保障体系而努力奋斗。
