本章小结
本章论述了二战结束后的冷战时期美国对阿富汗政策的演变。从根本上来说，这一时期美国对阿富汗政策乃是基于冷战背景下美国为遏制苏联而制定的，其政策目标在于确保或恢复阿富汗的独立和中立地位。冷战时期美国对阿政策的演变历程可以分为两个阶段：在冷战前中期，美国以对阿富汗提供经济援助为主，与苏联在阿富汗争夺影响力，以确保阿富汗的外交中立和主权独立。这一时期，美国与苏联在援助阿富汗问题上既有竞争又有合作，但美国对阿富汗的援助远远少于苏联的援助，导致苏联在阿富汗的势力逐渐坐大，埋下了以后苏联入侵和控制阿富汗的种子；在冷战后期，美国积极向阿富汗的叛乱武装亦即伊斯兰圣战组织提供包括武器弹药在内的全方位援助，借抵抗力量之手对抗入侵阿富汗的苏军和在苏联扶持下的阿富汗政府，以恢复阿富汗的独立和中立地位并使苏联为其侵略阿富汗付出代价。就当时来看，美国的援“叛”抗苏政策是非常成功的，但也存在很大的隐患，80年代以来阿富汗和伊斯兰世界极端主义和恐怖主义力量的发展壮大在很大程度上就是这一时期美国对阿政策的短视造成的。
