10.7　General Layout of Construction

10.7.1　The general layout of construction shall conform to following principles:

1　Temporary construction facilities shall be selected with their scales defined according to the characteristics of construction and schedule requirements.

2　With economical use of land and less occupancy of farmland，construction shall be favorable for resumption of farming and rehabilitation of temporarily occupied land after the completion of construction.

3　Construction area may be built with residue materials under the prerequisites that the require-ments for environmental protection are met，flood discharging of the river course will not be impacted and the downstream tailrace water level will not be raised.

4　Temporary construction facilities shall not be built in geologically unfavorable regions.

5　The flood control standard for the construction site shall be selected from floods with a return period of 5 years-10 years.

6　An overall plan for the drainage of construction site shall be made，with the measures proposed to prevent soil and water loss.(https://www.daowen.com)

10.7.2　The layout of construction zones shall conform to following requirements:

1　The layout of construction zones shall be designed so that an optimized process flow is formed for the project construction.Transportation roads between construction zones shall be arranged properly so that transportation is convenient and retrograde transportation is avoided or reduced.

2　The assembly area of electro-mechanical and metal structures should be close to the main erection bay，and transportation is convenient.

3　The construction management center should be located somewhere in the middle of the construction workshops and warehouse areas of the main works；the offices of each construction zone shall be close to its construction site.

4　The warehouse and yard of main construction materials should be located where the trans-portation is convenient.The layout of explosives magazine and oil tanks shall meet safety requirements.

10.7.3　In the general layout of construction，the excavation and filling balancing shall be taken into account，with an overall plan developed for the slag dump and waste disposal yards.The slag and waste disposals shall meet the requirements for environmental protection and soil and water conservation.
