11.4 Rural Resident Relocation
11.4.1 The rural residents shall be properly resettled based on the carrying capacity of resources and environment，following the principle of adhering to local situation，being favorable for production and convenient for living，and protecting ecosystem.
11.4.2 The planning and design of rural residents resettlement shall meet the following requirements:
1 The planning and design of rural residents resettlement shall include calculation of population affected for farmland requisition and population affected for household demolition and relocation，definition of planning objectives and resettlement standard，analysis of environmental capacity of resettlement region，preparation of resettlement program，planning and design of resettlement for farmland acquisition and for relocation，and analysis of investment balance.(https://www.daowen.com)
2 When a resettlement plan for rural residents is worked out，the base year of resettlement planning，the average year of planning and the estimated natural population growth rate shall be defined properly.In the calculation of population affected for farmland requisition，the standard Mu shall be adopted，and the difference of farmland qualities is taken into account as required.The population for household demolition and relocation shall be calculated and finalized based on the indices of material objects in combination with the resettlement program for production.
3 Several options of resettlement program shall be compared for their technical feasibility and economic rationality before the recommended one is proposed.The wills and demands of resettled residents shall be taken into account，and the opinions from both the resettled residents and the original residents of the resettled region shall be collected widely.
