11.5　Mitigation of Impacts on Towns

11.5.1　For cities and towns that are impacted by land requisition，according to the extent of these impacts，the changes to the economic center after land requisition and the adjustment of traffic network and administrative districts shall be dealt with respectively by the methods of relocated construction，moving backward construction，engineering protection，withdrawing and merger，etc.Where protection conditions permit，priority shall be given to the method of engineering protection.

11.5.2　The impacts on cities and towns shall be mitigated under the principle of saving land，less occupation of farmland，rational layout and safety guarantee.(https://www.daowen.com)

11.5.3　The design papers on the relocation planning shall be compiled and presented for approval according to the national regulations for the planning procedures of cities and towns，which include relocation program，detailed critical plan，detailed site plan and construction planning，etc.
