15.0.1　The design of energy saving for a hydropower station must follow the relevant policies of the nation，shall make good use of new technology，new material and new workmanship in combination with the specific situation of the project，and be safe，reliable，energy-saving and cost effective.The main equipment and materials as selected in the design shall be defined with specific energy saving indices or requirements according to the relevant regulations and Code for Design of Energy Saving for Water Resources and Hydropower Projects（GB/T 50649）.

15.0.2　The construction scale，project layout，building structures，equipment types，construction meas-ures and operating mode of a hydropower station project shall be properly determined after a comprehensive comparison of energy saving and consumption reduction，environmental protection，and technical and economic aspects.(https://www.daowen.com)

15.0.3　The main energy saving measures to be taken in the design of a hydropower station shall be subject to a comprehensive evaluation of their energy saving effectiveness.
