16.0.1 The site selection for a hydropower station and general layout of project shall be planned and formulated in an integrated and rational way by making comprehensive analysis of natural condition，social environment，safety and health facilities，traffic roads，and forestation，etc.
16.0.2 The major dangerous and harmful factors in the production process of the hydropower station and in the main working sites shall be analyzed，with specific prevention measures proposed in accordance with the characteristics and practical status of the hydropower station.
16.0.3 As required for production safety，safety signs shall be installed at relevant areas according to the provisions in Code for Design of Occupational Safety and Health of Water Resources and Hydropower Projects，GB 50706.(https://www.daowen.com)
16.0.4 The various potential hazards during the construction period of project shall be analyzed according to the characteristics of the project，and then the major engineering safety measures and requirements for safety management during the construction shall be proposed.
16.0.5 According to the scope of project management and the characteristics of project during operation，the requirements for safe production management and institutional improvement of the hydropower station shall be proposed，while the emergency response plans for major accidents shall be compiled as well.
