五、 克拉克
1908至1909年，美国探险家克拉克（Robert Sterling Clark，1877—1956）组建了一支科学考察队，前往中国北方进行了一次细致的地理学、气象学、生物学调查（图8-13）。这支考察队在考察过程中得到清政府的全程保护。

克拉克在其考察的游记中记述道：“洋务局派来两名警察保护洋人，同时负责保护物资的安全。这两位可敬的警察不负所托，他们找到村长，警告他说，倘若物资被盗，他难辞其咎，并命令他派人看管。此举被证明是非常有效、明智的措施，再后来整个考察过程中我们都如法炮制。”克拉克“到达榆林之后，就由索尔比担任翻译依次拜访了所有官员，官员们也很快进行了回访……警务署总办名叫毕忠备（Pi Jung⁃pei，音译），是个举止文雅，尤为和蔼可亲的老人，他经常来小坐一会儿，和我们聊天，或者来进行一些必要的官方沟通”。（图8-14、图8-15）
