Qingdao is a sub-provincial city with independent planning status. It has jurisdiction over 7 districts, namely, Shinan, Shibei, Licang, Laoshan, Huangdao, Chengyang and Jimo, and 3 countylevel cities, namely, Jiaozhou, Pingdu and Laixi. The resident population of Qingdao exceeds 10 million.
