I.Regulatory Authority

The department of radio and television of the State Council - State Administration of Radio and Television, as the industry’s competent authority for Internet audio-visual program services, shall exercise corresponding supervision and management over Internet audio-visual program services, and coordinating the industrial development, industry management, content construction, and safety supervision of Internet audio-visual program services.

The information industry department of the State Council - the Ministry of Industry and Information Technology, as the competent authority of the Internet industry, shall exercise corresponding supervision and management over Internet audio-visual program services in accordance with the management duties of the telecommunications industry.

The administrative department of radio and television of the local people’s government and local telecommunications management agencies shall, in accordance with their respective duties, exercise corresponding supervision and management over Internet audio-visual program service entities and Internet access services within their respective administrative areas.(https://www.daowen.com)

In addition, according to the Plan of Deepening the Reform of the Institution of the Party and the State issued by the CPC Central Committee,which took effect on March 21, 2018, in order to maintain the security and interests of national cyberspace, the former National Computer Network and Information Security Management Center was adjusted from being managed by the Ministry of Industry and Information Technology to being managed by the Office of the Central Cyberspace Affairs Commission.The Ministry of Industry and Information Technology and the Office of the Central Cyberspace Affairs Commission manage telecommunication related affairs according to different divisions of labor.The Ministry of Industry and Information Technology mainly manages the construction and maintenance of telecommunications and the Internet,while the Office of the Central Cyberspace Affairs Commission is mainly responsible for network security and information security.

Taking Shanghai, China as an example, the department in charge of Shanghai’s radio and television work is the Shanghai Municipal Administration of Culture and Tourism.The plaque of Shanghai Municipal Administration of Radio and Television is hung at the Shanghai Municipal Administration of Culture and Tourism.The Shanghai Communications Administration is in charge of Shanghai telecom services.The Office of Shanghai Municipal Commission of Cyberspace Affairs is in charge of matters related to cyber security and information security in Shanghai.
