编写“卫生问题和当前技术使用”的操作步骤如下：
（1）从EUnet HTA卫生技术评估核心模型中选择主题。
（2）从数据源检索数据。
（3）评估所检索信息的质量。
（4）运用工具进行分析和合成。
（5）报告结果。
需要注意的是，早期版本的卫生技术评估核心模型手册包含的实用指导链接。由于有时用户很难确定实际指南的来源，因此这些链接现已删除。有关实践指南，请参阅各个应用程序，网址为www.corehta.info。
