第三节 本章结论
在本章中，笔者对美国在1982、1997年对刚果（金）所采取的两大刚果政策和与之对应的同时期的两次资源战争之间的关系进行了研究。这些研究基于广泛搜集的资料和原始文件，并运用了历史和地缘战略分析方法。此前尚无人对这两大刚果政策与两次资源战争之间的关系做过类似的研究。
正如在第一章绪论所提到的，笔者认为，“资源战争”语境下争夺自然资源的主角是西方势力。这与新自由主义概念的情形不同。后者认为，非洲本身是应该承担责任的主体。因此，我们可以得出这样的结论：在非洲，哪里有资源，哪里就会有战争，这些战争背后隐藏着美国旨在获取这些资源的外交政策。这就是为什么美国为了永恒的战争而在非洲投入巨大的军事力量的原因。 (235) 这表明经济因素是这些冲突产生最重要的温床。这些导致世界上资源丰富国家发生资源战争的政策有助于理解美国作为冷战后唯一超级大国的行为。在本章中，笔者确定，这两个政策（1982、1997年）引发了刚果战争的两轮周期。
美国通过代理战争在刚果（金）实行的控制加遏制政策旨在维持其在非洲大湖地区的影响力，以保证美国跨国公司对当地资源开发的垄断。美国跨国企业的因素尤为重要，因为其一直通过游说政府、国会、公务员、官僚和决策者左右美国的对外政策。几乎任何外交政策的制定背后都有跨国公司利益的影子，在刚果（金）也不例外。因为刚果（金）的钶钽铁矿、钴矿和铜矿都对美国的高新技术、宇宙工业以及各类军用民用产业具有重要的战略意义，因此美国必须确保对这些矿物的控制，特别是面对中国在这一地区日益强大的存在之时尤其如此。
这里所分析的两大政策的两项基础性原则包括——“先发制人的剥夺模式”和“零和博弈”。所有这些原则，都在背后支持着美国为其在海外的国家利益而采取的行动，从而确保其安全和美国人的福祉，以及美国经济的优越、强大和竞争力。这便涉及所谓的“美国例外论”，并反映了这里分析的两大政策的目标所在。这使得美国对刚果（金）所采取的政策不公正的、少有建设性的，并且不够客观的。这种趋势不仅在刚果而且在世界的其他地方也可见或明显，从而证明了“美国的外交政策一直是世界各地的灾难”， 这是美国奥斯卡奖电影制作人奥利弗·斯通 （Oliver Stone）的原话。 (236)
然而，中国与非洲希望可以共同努力为建议一个更公正、世界秩序和系统，以及一个更稳定、均衡和民主的国际关系。 (237) 实际上，中国作为世界上第一经济大国崛起， (238) 所以，美国的零和游戏正在一点一点的减弱。2009年，中国已取代美国成为非洲最大的贸易合作伙伴。据中国政府估计，截至2012年，其与非洲大陆的贸易额达到了2000亿美元， 2014年这一数字达到2480亿美元，2015年可达到4000亿美元。
我们认同在华盛顿特区的非洲信仰和正义网的报告，即美国应该更正其在刚果（金）的行为，因为美国的刚果政策对于刚果人民来说一直是一种负担而非福祉。在暗杀卢蒙巴并且支持蒙博托32年的独裁政权后，美国通过其盟国卢旺达和乌干达对卡比拉的早期支持，更多体现在要求刚果（金）向北美矿业公司开放丰富的矿产资源而非摆脱蒙博托政权问题上。报告也强调，美国政府之前在刚果的政策一直以美国自己的利益为中心，是一种典型的新殖民主义，且这些政策已经与刚果的暴力行为联系起来。今天，美国的刚果的利益仍然强烈依赖于自然资源的开采。 (239)
这意味，美国人的安全和福祉以及美国地缘政治、地缘战略和经济的实力和竞争力都是基于美国的外交利益（特别是战略资源），否则这样的安全和福祉是无法实现的。
这两个结论都过于绝对。从外交政策而言，政治和经济往往互相联系。下一章将审查美国在2006、2013—2014年对刚果（金）所采取的两大刚果政策和与之对应的同时期的两次资源战争之间的关系，即：（1） “2006年刚果民主共和国救济、安全和民主促进法”的政策，（2）2013年“作为刚果危机补救办法的南斯拉夫式或苏丹式的解决方案”的政策，它们在本质上是政治的。在1982—2014年间（也就是说，自从冷战结束就开始了）美国在刚果（金）采取的四大政策的案例研究说明这四大政策与在刚果（金）的四次由外部煽动的资源战争周期相对应，对于这些政策的研究是有现实意义的。
