第三节 本章结论
在过去的17年中，刚果人民遭受着无以言说的痛苦，屠杀事件在这个国家到处发生：800万人死于非命，强奸被作为战争武器，矿产资源被系统性地掠夺，土地被强占。这一切都使得刚果（金）呈现出全球近年来以来最严重的人道主义灾难图景。 (193) 然而，美国的两大刚果政策（即“奥巴马刚果法案”和“拯救刚果危机的南斯拉夫或苏丹式‘解决方案’”）才是刚果人民真正的梦魇。我们已成功证明了最初的立论前提是正确的，因为这两项政策以华丽的道德说辞掩盖了其真实的色彩。正如马哈茂德·曼达尼（Mahmood Mamdani）所认为的那样，刚果人道主义危机的背后，是若干来自当地、地区和全球的势力通过种种途径火中取栗。因此，“奥巴马刚果法案”代表的是“为一个由普遍性和特殊性利益构成的复合体服务的大国干预策略”。 (194)
美国一面声称其有道德上的义务来拯救刚果人民脱离苦海，一面又在事实上宣称刚果人民唯有让美国对刚果（金）的自然资源予取予求才能得到拯救，即他们必须授受非洲司令部的摆布，必须接受国家疆界的更动，必须拒绝中国的援助，且必须拥抱美国的自由、人权、自由市场、民主政治等价值观。因此我们的结论是：这种人道主义干预的目标毫无人道主义色彩。刚果人民当然需要摆脱压迫获得自由，但有条件的自由（尤其是曾经的征服者强加的自由）无疑是被上了枷锁的自由。
在分析这四项美国对刚果（金）的政策之后，显而易见的是，美国在刚果（金）推行巴尔干化的常用手段便是制造机会主义的代理战争。为维护其在非洲大湖地区的利益，美国采取了无条件支持乌干达穆塞维尼政权和卢旺达卡加梅政权的策略，以便使卢旺达以牺牲刚果（金）的和平、稳定与发展为代价从大屠杀的创伤中复苏（美国和卡加梅最早让卢旺达大屠杀发生）。 (195) 中国古代有一个故事叫“狐假虎威”，卢旺达就是那只借用老虎的力量来恐吓其他动物的狐狸——通过炫耀它强有力的社会关系来欺负或威胁其他国家，但这能持续多久呢？
讽刺的是，美国在非洲的目标包括加强民主制度（2009年7月，奥巴马总统在加纳议会演讲时称，“非洲不需要强人，需要强大的机构”，同时却支持非洲的威权领导人，如卢旺达总统卡加梅和乌干达总统穆塞韦尼，维护美国在非洲的利益）。 (196)
我们赞同丹尼尔·多诺万（Daniel Donovan）的结论：“在卢旺达人彻底放下种族灭绝的罪恶并找到一些表面上的民族和谐之前，这个国家作为一个整体很容易重燃血腥的内战并再现恐怖的屠杀。现在，卡加梅的西方盟友必须明白的是，用铁腕统治国家并攻击对手和邻国的行为就像一个犯罪组织的勾当，都与建立民主的理想完全背道而驰。只要不停止非法谋杀和资助邻国叛乱的行为，卢旺达就不能被视作非洲的宠儿。如果什么都不做，那么那些支持这种行为的人必须为接下来的卢旺达内战负责。” (197)
刚果人民是反对国家的巴尔干化的。虽然事实上已有数百万刚果人丧命，但美国在刚果犯下的所有战争罪行和反人类罪行都已经被刚果（金）的人权部门记录在案。 (198) 刚果人民需要的是发展、经济增长、和平、稳定、一种免责文化的结果以及正义；如果没有一个有效的和负责任的政权的话，这些将无法在他们的国家得以落实。
在下一章我们将会从历史的角度研究：是否存在某些对刚果内部因素产生了主要作用的外部因素？换言之，我们希望探究：本章中分析的美国的四项“干预主义政策”是否已经改变了刚果（金）的国家性质、其利益相关者和掌权者，以及在此过程中刚果（金）产生了何种领导机制。我们的研究将围绕以下两个问题：
一、 是刚果（金）的外部因素决定了内部因素，还是相反？
二、 是否应由外部因素（以我们已分析过的这四项政策为代表）单方面地对刚果问题负责？
