小结
通过对21世纪以来发生在俄罗斯和西方之间的三个重大危机事件中法国对俄政策的观察，可以发现，法国所采用的，是传统的平衡战略。在格鲁吉亚战争中，萨科齐政府的法国起了主要的调停作用，萨科齐亲自出面斡旋俄方，致力于维护地区和平与稳定66；在乌克兰危机中，法国认为应尽量减少俄罗斯与西方之间的紧张关系，法国的动机主要是保持法国在欧洲的地位，不仅是德国的亲密盟友，而且是欧盟中的主要玩家。在这一原则指引之下，奥朗德提议建立“诺曼底模式”，指出与俄罗斯的分歧，同时又力求避免与俄罗斯的冲突。在叙利亚危机中则经历了从分歧凸显到寻求合作的过程。此外，出于推动世界多极化、反对霸权主义的共同政治主张，法国的对俄政策逐渐地由冷战时期的传统“硬”权力政治走向崇尚多边主义和全球伙伴关系的“软”权力政治。法国对于权力政治的追求还进行了创造性的发挥，即借助法国的文化资本、软实力来建构其在全球的大国地位。
然而，我们也可以注意到在三个危机事件中，法国外交政策的一些变化。在格鲁吉亚战争以及乌克兰危机早期，法国尽量不去激怒俄罗斯；在叙利亚战争中则甚至寻求与俄罗斯合作，毕竟俄罗斯在中东的影响力不容小视。然而，法国开始采用更为价值观导向的政策，包括持续支持制裁，取消与俄罗斯的西北风级两栖攻击舰销售合同，甚至不顾国内的批评公开谴责俄罗斯在叙利亚的行动。这一方面是21世纪以来法国政策渐趋欧洲化使然，另一方面则是其更加倚重软实力的缘故，强调需要寻找保持其国际作用及国际影响力的新途径。67马克龙上台以来，这两种趋势变得更为明显，既强调化武“红线”的不可逾越，也不断重申与俄罗斯在叙利亚问题上展开合作的必要性，包括促请普京保护叙利亚库尔德武装等；在乌克兰问题上，保持与俄罗斯的对话，但在俄美有可能出现冲突的情况下又表现得劝说不力，比如，2021年因拜登执政后对乌克兰政策的影响，乌克兰东部的亲俄武装分子和政府军之间重新爆发激烈战斗，俄罗斯向乌克兰边境附近集结军队，俄罗斯外长拉夫罗夫向法国和德国政府抱怨：“我们的法国和德国同行没有采取有力新行动，使乌克兰保持冷静。”
