三、创新点
本书可能存在以下创新点。
第一，本书尝试引入和界定“海上非战争军事行动”的概念，将当前中国海军“走出去”帮助国家实现战略目标所遂行的系列军事任务统称为“海上非战争军事行动”，填补学界在该领域开展理论研究的相对空白，为海军深化相关理论和实践提供参考。
第二，正如法律的非静止性一样，海上非战争军事行动也将随着国家战略目标的调整而处于不断发展之中，笔者尝试提出“海上非战争军事行动的合法有效实施是国家海外利益发展的重要生长点，须予以充分重视”的观点。
