独立的巡航舰队
印度、日本、俄罗斯和中国分别派遣了舰队到亚丁湾打击海盗。2008年,在索马里和亚丁湾巡航的海军,以自愿为原则成立了非正式的国际军事组织——“共享觉知和降低冲突协会”(The Shared Awareness and Deconfliction,SHADE)。该组织成员国每周在巴林(Bahrain)举行例会,交流和分享工作层面的反海盗经验。起初,成员国仅限于欧盟、特混舰队和北约海军,后来,独立的护航舰队印度、日本、俄罗斯和中国也加入,目前已有近30个国家参加该组织的会议。
