在五四运动爆发的同年，周恩来在天津成立了最著名的学生革命团体——觉悟社。1919年12月，周恩来、马千里、于方舟等人创设天津学生联合会，以鲜明的斗争姿态，组织各界联合会、国民大会，进行抵制日货、反对当局暴政的斗争，成为天津反帝反封建斗争的一面旗帜。1920年1月29日，周恩来等人向当局请愿，要求释放被逮捕的爱国志士，却被以“骚扰罪”“妨害安全罪”而“逮捕”，后由检察官起诉到天津地方审判厅“审判”。这件事引起了关心国家命运的天津律师梁锡纶、钱俊、兰兴周和北京律师刘崇佑等人的愤慨，他们纷纷站出来为周恩来等爱国志士奔走、辩护。钱俊律师在法庭上慷慨陈词：“国势危亡，岂忍束手待毙？国民分子，天良而发，奋力呼号，热诚所激，不应受刑。”兰兴周律师辩护称：“检察官起诉之各项，殊与事实不符，委未允当。”经过多名律师的不懈努力，北洋政府不得不提前释放了爱国志士。

In the same year that the May Fourth Movement broke out, Zhou Enlai established the most famous student revolutionary group——Juewushe in Tianjin.In December 1919, Zhou Enlai, Ma Qianli, Yu Fangzhou, etc.founded the Tianjin Student Union.They organized various federations and the National Assembly with a clear fighting posture.They carried out an unrelenting struggle to boycott Japanese goods and oppose the tyranny of the authorities, and became a banner of anti-imperialist and anti-feudal struggle in Tianjin.On January 29, 1920, Zhou Enlai and others petitioned the authorities for the release of the arrested patriots, but were “arrested”for “harassment” and “security obstruction”, and then prosecuted by the prosecutor to Tianjin Local Adjudicative Office.This incident aroused the indignation of Tianjin lawyers Liang Xilun, Qian Jun, Lan Xingzhou, and Beijing lawyer Liu Chongyou who were concerned about the country's destiny.They all stood up and defended Zhou Enlai and other patriots.Lawyer Qian Jun gave a generous statement in the court:“The country is in danger, how can you bear to die? The nationals, for the sake of nature, screaming hard, and enthusiasm, should not be punished.” Lawyer Lan Xingzhou defended: “Every prosecutor prosecuted each other.This item is inconsistent with the facts, and the commission has not been approved.” After the unremitting efforts of many lawyers, the Beiyang Government had to release the patriots early.
