律师行业党建工作取得新成效

“党建兴、行业兴；党建新、行业新。”天津市律师行业全面加强新时期党的建设，全市党员律师人数占比居全国领先地位，省（市）级以下律师行业党组织全覆盖、健全行业党建制度和抓实支部建设等工作均走在全国前列，得到了全国律师行业党委调研组的充分肯定。天津市律师协会成立了天津市律师行业党校，举办形式多样的学习座谈会、知识竞赛、文艺演出，切实发挥律师基层党组织的战斗堡垒作用和党员先锋模范作用，涌现出一批全国律师行业先进党组织和优秀党员。同时，以天津市党外律师统战示范基地为载体，律师协会加强理论武装，抓实行业统战工作，在南开区、河西区、西青区设立区级行业统战工作联络站，广泛开展专题培训等活动，团结、组织、引领党外律师，增进政治共识，保持正确方向。

Tianjin Lawyers Association established the Tianjin Lawyers Industry Party School, held various forms of study seminars, knowledge contests, and theatrical performances to effectively play the role of a fighting fortress of the grassroots party organizations of lawyers and the vanguard and exemplary role of party members, and a number of advanced party organizations and outstanding party members in the national law industry have emerged. 2016年9月5日至6日，中共中央政治局常委、全国政协主席俞正声来到天津，深入律师事务所、企业、学校和宗教场所，考察、了解新的社会阶层人士和非公有制经济人士工作等方面的情况。
From September 5 to 6, 2016, Yu Zhengsheng, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the Chinese People's Political Consultative Conference, came to Tianjin to visit law firms, enterprises, schools and religious sites to investigate and understand the work of people from new social strata and non-public economy.
俞正声主席强调，新的社会阶层人士是统一战线工作的重要着力点，要着力培养一支与党同心同德的新的社会阶层代表人士队伍，建立完善新的社会阶层人士组织，健全发现、培养、选拔工作机制，为他们履职尽责积极创造条件；要建立经常性联系渠道，关注他们的利益诉求，引导他们不断增强对党和政府的向心力。
Chairman Yu Zhengsheng emphasized that people from the new social class are an important focus of united front work. We should focus on cultivating a new contingent of representatives of social strata who have the same mind as the party, establishing and improving organizations for people from new social strata, and improving the mechanisms for identifying, training the selecting people from new social strata, so as to create conditions for them to perform their duties actively. Chairman Yu Zhengsheng also had a cordial conversation with Ma Hong, Chairman of the Partners Meeting of Tianjin Join & High Law Office.

截至2020年5月，全市党员律师有2538人，占律师总数的34.9%。市级律师行业党委一个，区级律师行业党委六个、党总支十个，律师事务所党委两个、党总支两个、独立支部327个、联合支部101个。市、区、基层党组织三级联动，全力推进行业党建工作全规范、全统领、全覆盖，不断提升行业党建工作整体水平。全行业深入开展“不忘初心、牢记使命”主题教育活动，组织召开主题教育动员部署会、工作推进会，开展巡回指导工作，在规定动作“六个一”的基础上，确定具有天津特色的“八个一”工作目标，切实发挥律师基层党组织的战斗堡垒作用和党员先锋模范作用，得到了全国律师行业党委巡回指导组的充分肯定。
As of May 2020, there are 2,538 party lawyers in our city, accounting for 34.9% of the total number of lawyers. There are 1 city-level lawyer industry party committee, 6 district-level lawyer industry party committees, 10 general party branches, 2 law firm party committees, 2 general party branches, 327 independent branches, and 101 joint branches. The city, district, and grassroots party organizations are linked at three levels to fully promote the overall leadership, full coverage and full standardization of party building work in the industry, and continuously improve the overall level of party building work in the industry. The whole industry has carried out in-depth education activities on the theme of “remain true to the Party's original aspiration and founding mission”, organized thematic education mobilization deployment meetings, work promotion meetings, and carried out tour guidance work. On the basis of the stipulated action “Six Ones”, it was determined that there are Tianjin characteristics. The “Eight Ones” work goal, to effectively play the role of a fighting fortress of the grassroots party organizations of lawyers and the vanguard and exemplary role of party members, has been fully affirmed by the itinerant steering group of the national lawyer industry party committee.

2020年，天津市律师协会聚焦规范管理，强化监督，深入开展规范律师执业行为专项教育整顿活动，组成了七个调研组赴全市部分律师事务所实地调研督导，修订完善了《天津市律师协会会员处分规则》，推进惩治律师低价恶意竞争工作，向全市律师事务所、广大律师发出了《关于抵制不正当低价竞争维护良好发展环境的倡议书》，号召广大律师坚决抵制律师执业环境中存在的不良现象，自觉维护律师行业公平竞争的发展秩序和良好的社会形象，推动天津律师业持续健康的发展。
