天津市律师协会的成立及其在20世纪八九十年代的发展
THE ESTABLISHMENT OF TIANJIN LAWYERS ASSOCIATION AND ITS DEVELOPMENT IN THE 1980S AND 1990S
天津市律师协会成立于1984年10月21日；22日至24日，天津市第一届律师代表大会暨天津市律师协会成立大会在天津宾馆召开。出席会议的有正式代表133人、列席代表11人。大会通过了《天津市律师协会章程》，选举产生了由39人组成的天津市律师协会第一届理事会。会议推选陈以毅为天津市律师协会名誉会长，选举宋树涛、郑振亚、王丹侠、刘广炬、董师凯为常务理事，宋树涛任会长，郑振亚、王丹侠任副会长，刘广炬任秘书长。至此，天津市律师协会正式成立，天津律师有了自己的行业组织。此时，全市共有专职、兼职及特邀律师429人。
The Tianjin Lawyers Association was established on October 21, 1984. From October 22 to 24, 1984, Tianjin First Lawyers' Representative Conference as below the inaugural meeting of Tianjin Lawyers Association was held in Tianjin Hotel. There were 133 official representatives and 11 non-voting representatives. The conference passed the Articles of Tianjin Lawyers Association and elected the first council of the Tianjin Lawyers Association composed of 39 people. The meeting elected Chen Yiyi as the honorary chairman of the Tianjin Lawyers Association, Song Shutao, Zheng Zhenya, Wang Danxia, Liu Guangju, and Dong Shikai as executive directors, Song Shutao as the chairman, Zheng Zhenya and Wang Danxia as the vice chairman, and Liu Guangju as the secretary general. At this point, the Tianjin Lawyers Association was formally established, and Tianjin lawyers have their own industry organization. At this time, there are 429 full-time, part-time and specially invited lawyers in the city.
天津市律师协会的筹建工作早在1982年就开始了。当年3月30日，天津市政法干部学校在静海县党校举办了为期三个月的司法干部轮训班，对市局机关各处室、律协筹备组、各区县司法局、法律顾问处、公证处的80余人进行了轮训。轮训学习的主要内容是法理、刑法、民法、公证、律师专业法律知识等。与此同时，政法干部学校还举办了为期三个月的公证、律师、干部培训班，全市司法行政系统近100人参加了学习。学习内容以民法、刑法为重点，并涉及法理、婚姻法、刑事诉讼法、民事诉讼法、公证业务、律师业务等相关基础知识。5月13日，天津市司法局党组1982年第十三次会议讨论决定建立天津市司法学校筹备组。筹备组由王丹侠（兼）、冯哲贵、宋呈明、成丁、边文萍五人组成，王丹侠任组长，冯哲贵任副组长。会议还决定建立天津市律师协会筹备组。筹备组由郝双禄、武兆吉、张鳌、许培元、庞甦蔚、李守福、孙才斌七人组成，郝双禄任组长，武兆吉任副组长。
The preparations for the establishment of the Tianjin Lawyers Association began in 1982. On March 30, 1982, the Municipal Law Cadre School held a threemonth rotation training course for judicial cadres at the Party School of Jinghai County. More than 80 people were trained in rotation. The content learned during the rotation training is: jurisprudence, criminal law, civil law, notarization, professional legal knowledge of lawyers, etc. At the same time, the Municipal Law Cadre School held a three-month training course for notarization, lawyers, and cadres. Nearly 100 people from the judicial administration system of the city participated in the study. The learning content focuses on civil law and criminal law, as well as basic knowledge of jurisprudence, marriage law, criminal procedure law, civil procedure law, notarization business, and lawyer business. On May 13, after discussion and decision at the 13th meeting of the Party Group of the Municipal Bureau of Justice in 1982, the Tianjin Judicial School Preparatory Group was established. The preparatory team consists of five people including Wang Danxia (concurrently), Feng Zhegui, Song Chengming, Cheng Ding, and Bian Wenping. Wang Danxia was the team leader and Feng Zhegui was the deputy team leader. The meeting also decided to establish a preparatory group for the Tianjin Lawyers Association, consisting of 7 people including Hao Shuanglu, Wu Zhaoji, Zhang Ao, Xu Peiyuan, Pang Suwei, Li Shoufu, and Sun Caibin. Hao Shuanglu was the team leader and Wu Zhaoji was the deputy team leader.

1986年7月5日，第一次全国律师代表大会在北京召开，中华全国律师协会正式成立。乔石、陈丕显、彭冲、荣毅仁、郑天翔、杨易辰、康克清、钱昌照、王光英等中央领导同志出席了此次大会。天津市司法局派出郑振亚、何家惠、蒋龙祥、马锦华四名代表出席。大会选举出名誉会长刘复之、会长邹瑜、秘书长谭文玑。郑振亚被选为会议主席团成员，并当选中华全国律师协会第一届理事会理事。同年9月5日，天津市律师协会召开第六次常务理事会和第四次理事会。经过讨论，理事会决定同意宋树涛辞去会长职务，并选举郑振亚为会长，增选董师凯为副会长。
On July 5, 1986, the first National Lawyers Congress was held in Beijing, and the All China Lawyers Association was formally established. Qiao Shi, Chen Pixian, Peng Chong, Rong Yiren, Zheng Tianxiang, Yang Yichen, Kang Keqing, Qian Changzhao, Wang Guangying and other central leaders attended. The Tianjin Municipal Bureau of Justice sent four representatives, Zheng Zhenya, He Jiahui, Jiang Longxiang, and Ma Jinhua to attend the National Lawyers Congress. The meeting elected honorary chairman Liu Fuzhi, chairman Zou Yu, and secretary-general Tan Wenji. Comrade Zheng Zhenya was selected as a member of the presidium of the conference and was elected as a member of the first council of the All China Lawyers Association. On September 5, 1986, Tianjin Lawyers Association held the sixth standing council and the fourth council. After discussion, it was decided that Song Shutao was agreed to resign as the chairman, Zheng Zhenya was elected as the chairman, and Dong Shikai was coopted as the vice chairman.
1989年1月11日，天津市律师协会在八一礼堂召开了向20世纪50年代从事律师工作的老律师颁发荣誉证书大会。武宝锐、兰英等25名老律师荣获律师荣誉证书和纪念品。天津市人大常委会副主任李原参加了会议。同年，天津市律师协会成立了民事、刑事、非诉讼、法律顾问、国内经济、涉外业务六个专业委员会，天津律师从此走上了专业化道路。
On January 11, 1989, Tianjin Lawyers Association held a meeting in the Bayi Auditorium to award certificates of honor to the old lawyers who were engaged in the work of lawyers in the 1950s. 1989年12月4日，在《中华人民共和国宪法》颁布纪念日这一天，天津市第二届律师代表大会暨律师制度恢复十周年表彰大会在天津宾馆召开。134名正式代表和20余名列席代表参加了会议。大会表彰了11个先进集体、12名优秀律师和75名先进律师。同时大会选举产生了由59人组成的律师协会第二届理事会。
On December 4, 1989, on the anniversary of the promulgation of the Constitution of the People's Republic of China, the Second Tianjin Lawyers Congress and the Tenth Anniversary of the Lawyers System Restoration Commendation Conference was held in Tianjin Hotel. 134 official representatives and more than 20 nonvoting representatives attended the meeting. The conference commended 11 advanced collectives, 12 outstanding lawyers and 75 advanced lawyers. At the same time, the conference elected the second council of the Lawyers Association composed of 59 people.
截至1989年年底，全市共有律师机构39家、律师941名，全市律师担任法律顾问2390家，办理刑事案件4373件、民事案件8195件、经济案件2656件、行政案件29件，办理非诉讼法律事务561件，全年业务总收入623.3万元。在随后的几年中，伴随着改革的深入，天津律师行业也得到了快速发展。
At the end of 1989, the city had 39 lawyer institutions, 941 lawyers. The city's lawyers acted as legal advisers to 2,390, handling 4,373 criminal cases, 8,195 civil cases, 2,656 economic cases, 29 administrative cases, and 561 non-litigation legal affairs. The total annual business income was 6,233 million yuan. In the following years, along with reforms, the lawyer industry also developed rapidly.

On April 22, 1990, the Fourteenth World Law Conference was held in Beijing. It took 6 days. Tianjin was dominated by the Law Society. 截至1990年年底，全市律师共为2471家政府机关、企事业单位担任常年法律顾问，办理刑事辩护案件4054件，代理民事案件8343件，解答法律咨询28094人次，代写法律文书11588件。全市共有183个基层法律服务所为528个街乡村、企事业、个体户担任常年法律顾问，调解经济纠纷1174起，代理民事诉讼2553件，非诉讼代理1115件，解答法律咨询16657人次，代写法律文书6388件，开展法制宣传2030场次。
The city's lawyers acted as perennial legal consultants for 2,471 government agencies, enterprises and institutions, handled 4,054 criminal defense cases, represented 8,343 civil cases, answered 28,094 legal consultations, and wrote 11,588 legal documents. The city's 183 grassroots legal service offices have applied for permanent legal counsel for 528 villages, enterprises, and self-employed individuals. Adjusted 1,174 economic disputes, represented 2,553 civil litigation cases, represented 1,115 non-litigation cases, answered 16,657 legal consultations, wrote 6,388 legal documents, and carried out 2,030 legal publicity events.
1993年3月，天津市第三次律师代表大会召开。此时律师事务所已发展到65家，律师从业者1133名。在办理刑事、民事、经济案件的同时，广大律师大力开拓非诉讼业务领域，非诉讼法律事务大幅度增加，1993年年底达到了4718件。律师业务全年总收入也增长到了1989万元。20世纪90年代，在国家改革开放的大背景下，天津律师行业的改革工作也在不断加快。
