20世纪80年代的律师十分重视对外交流工作。1983年2月27日，天津市法律顾问处副主任董师凯，律师赵光裕、丛英、韩建新、吕常胜应天津市科委之邀，参与研究了新加坡亿智企业集团与天津市合资建立天津科技咨询服务公司的相关事宜，并与该企业集团董事长杜亿春的法律顾问、美国联邦法院法官马丁进行了磋商，商谈后双方均表示满意。3月5日，天津市法律顾问处副主任郭一泓参加了以司法部副部长朱剑明为团长的一行十人的中国法律工作者代表团访问印度，为期11天。5月7日，天津市法律顾问处周荔律师参加了以中国法学会副会长王仲方为团长的一行四人的中国律师考察团访问美国加利福尼亚州和华盛顿州，为期21天。周荔也成为了新中国律师制度恢复后第一位代表天津出访的律师。
Lawyers in the 1980s attached great importance to foreign exchanges.On February 27, 1983, Dong Shikai, deputy director of the Municipal Legal Counsel Office, and lawyers Zhao Guangyu, Cong Ying, Han Jianxin, and Lü Changsheng were invited by the Municipal Science and Technology Commission to participate in the establishment of a joint venture between Singapore Yizhi Enterprise Group and Tianjin Municipal Science and Technology Consulting Service Company. Regarding matters, he discussed with the legal counsel of the chairman of the enterprise group Du Yichun and the judge of the US Federal Court, Mr. Martin, and both parties were satisfied after the discussion. On March 5th, Guo Yihong, deputy director of the Municipal Legal Counsel Office, participated in a 10-member delegation of Chinese legal workers headed by Zhu Jianming, Deputy Minister of Justice, to visit India, which lasted 11 days. On May 7th, Lawyer Zhou Li from the Municipal Legal Counsel Office participated in a 4-member Chinese lawyers delegation headed by Wang Zhongfang, vice president of the Chinese Law Society, and visited California and Washington State in the United States for 21 days. Zhou Li has also become the first lawyer to travel on behalf of Tianjin after the restoration of the lawyer system of the People's Republic of China.

1985年5月1日至9日，以日本神户市市长宫崎辰雄为团长，包含七名律师协会成员的访华团到天津进行友好访问，市长李瑞环、副市长吴振亲切会见了访华团全体成员。司法部副部长朱剑明、中国法学会副会长王仲方也会见了访华团全体成员，天津市律师协会名誉会长陈以毅、天津市司法局局长宋树涛会见时在座。其间，七名访华团成员与天津律师就律师体制、制度，担任企业法律顾问的职责，律师资格的取得，办案的过程，经济纠纷的解决和依法治理城市等问题进行了广泛而深入的探讨。
From May 1 to 9, 1985, the delegation including seven members of the lawyers association headed by the Mayor of Kobe City, Miyazaki, Japan visited Tianjin for a friendly visit. Mayor Li Ruihuan and Deputy Mayor Wu Zhen cordially Meeting with all members of the visiting delegation; Vice Minister of Justice Zhu Jianming and Vice President of the Chinese Law Society Wang Zhongfang also met with all members of the visiting delegation. Chen Yiyi, Honorary Chairman of the Municipal Lawyers Association, and Song Shutao, Director of the Municipal Bureau of Justice were present at the meeting. During the period, the seven members of the delegation and Tianjin lawyers conducted extensive research and discussion on the lawyer system, institution, responsibilities as corporate legal advisers, acquisition of lawyer qualifications, process of handling cases, settlement of economic disputes, and governance of the city according to law.

On May 10, 1986, at the invitation of Wang Zhongfang, President of the Chinese Law Society, Robert Wells, President of the Canadian Lawyers Association, and his wife made a special visit to Tianjin during their visit to China. It lasted 3 days. During the visit, the Wells had a discussion with some lawyers of the Tianjin Second Legal Counsel Office on the role of lawyers in the legal profession and the situation of lawyers in the two countries. Zhao Ruji, Director of the Municipal Bureau of Justice, Zheng Zhenya, Deputy Director of the Municipal Justice Bureau, and Song Shutao, Chairman of Tianjin Lawyers Association met with the visitors.

伴随着改革开放的深入和律师业务领域的拓展，律师行业间的交流不断深化。1991年4月27日至29日，由太平洋律师协会和中华全国律师协会联合主办的“中国及亚太地区投资和知识产权法律研讨会”在天津召开。来自苏联、南朝鲜、日本、马来西亚、菲律宾、泰国、澳大利亚、美国等14个国家和地区的200多名律师、学者参加了此次研讨会。大会向社会各界展示了天津，与会代表在会议期间参观了天津经济技术开发区，天津律师也与海内外的同行进行了充分的探讨与交流。

With the deepening of reform and opening up and the expansion of the lawyer's business field, the international exchanges between the lawyers industry were constantly deepening. From April 27 to 29, 1991, the “China and Asia Pacific Investment and Intellectual Property Law Seminar” co-sponsored by the Pacific Lawyers Association and the All China Lawyers Association was held in Tianjin. At that time, more than 200 lawyers, experts and scholars from 14 countries and regions including the Soviet Union, South Korea, Japan, Malaysia, the Philippines, Thailand, Australia, and the United States participated in the conference. The conference showcased Tianjin to all walks of life. During the conference, the participants visited the Tianjin Economic and Technological Development Zone. Tianjin lawyers and their counterparts from foreign and other regions also conducted thorough discussions.
为进一步拓宽律师对外交流的渠道，1993年，天津市律师协会与韩国仁川地方辩护士会结为友好姊妹协会，此后保持着每年一次的交流互访活动。1994年，天津市律师协会接待了美国、英国、加拿大、日本、韩国以及香港、台湾、澳门的律师代表团来访，经过友好协商签订的业务协作协议书就有六份，可以说是律师协会的对外交流年。这期间，也有很多律师走出了国门，以留学、出访、参加学术会议的形式与境外律师广泛接触，通过“引进来”和“走出去”，向全世界展示天津律师的风采。
In order to further broaden the channels for lawyers' foreign exchanges, in 1993, Tianjin Lawyers Association and the Incheon Local Advocate Association of Korea formed a sister association. Since then, the two cities' lawyers associations have maintained an annual exchange and visits. In 1994, Tianjin Lawyers Association received visits from lawyers from the United States, Britain, Canada, Japan, South Korea, Hong Kong, Taiwan, Macau and other countries and regions. There were six business cooperation agreements signed after friendly negotiations. It's the Foreign Exchange Year of the Lawyers Association. During this period, many lawyers also went out of the country to have extensive contacts with foreign lawyers in various forms such as studying abroad, visiting, and participating in academic conferences. Through “bringing in” and “Going Global”, they showed Tianjin lawyers to all walks of life.
