2. Team Building
1999年，适逢新中国律师制度恢复重建20周年，天津隆重举办了优秀律师报告会暨为从业20年律师颁发荣誉证书大会，为28名从1979年开始执业的律师颁发了荣誉证书。值得一提的是，这一年的5月28日至30日，天津市司法局和天津市第一中级人民法院共同举办了“99审改中法官、律师角色研讨会”。全市130余名法官、律师、法律界人士以及新闻媒体参加了会议。会议围绕审判改革的宏观思考，审判改革相关制度、证据制度，法官、律师角色等议题展开了广泛的交流与研讨。与会人员一致认为，司法公正有如天平，法官是秤盘，律师是秤盘上的砝码，实现天平的平衡，法官与律师都应在各自不同的岗位履行各自不同的职责。会议还向全市法官、律师发出了一份倡议书。
In 1999, coinciding with the 20th anniversary of the restoration and reconstruction of the lawyer system, Tianjin held a grand conference of excellent lawyers reporting conference and honorary certificates for lawyers who have worked for 20 years, and awarded honorary certificates to 28 lawyers who started practicing in 1979. It is worth mentioning that, from May 28 to May 30 of this year, Tianjin Municipal Bureau of Justice and Tianjin No.1 Intermediate People's Court jointly held the “Seminar on the Role of Judges and Lawyers in the Reform in 1999”. More than 130 judges, lawyers, legal professionals and news media units attended the meeting. The meeting focused on macro-thinking of trial reform, related systems of trial reform, evidence system, roles of judges and lawyers, and conducted extensive exchanges and discussions. Participants agreed that judicial justice is like a balance, judges are scales, lawyers are weights on scales, and to achieve balance, lawyers and judges should perform their respective duties in different positions. The meeting also sent a proposal to judges and lawyers in the city.
为了提高律师队伍的素质，解决学历教育问题，从2003年开始，天津市律师协会委托天津市广播电视大学政法学院为天津律师举办了学制两年的本科学历教育班。在规范、整顿、净化与教育的过程中，律师队伍不断发展壮大。(https://www.daowen.com)
In order to improve the quality of lawyers and solve the problem of academic education, since 2003, Tianjin Lawyers Association has entrusted the School of Political Science and Law of Tianjin Radio and TV University to hold a twoyear undergraduate education class for Tianjin lawyers. In the process of standardization, rectification, purification and education, the team of lawyers continues to grow and develop.
2004年，全国律师行业开展了律师队伍集中教育整顿活动，从4月份开始一直持续到当年年底。天津律师在天津市司法局和天津市律师协会的组织下，开展了“三项教育”，加强了“三个规范”的教育整顿工作，取得了显著成效，律师队伍进一步得到净化。同年4月16日，为强化行业诚信和加强律师职业道德建设，天津律师执业责任保险、人身意外伤害保险签约仪式暨新闻发布会召开。通过为全市所有注册律师投保律师执业责任保险和人身意外伤害保险，律师行业的社会信用得到了进一步的提升，同时也保障了律师的执业权益。
In 2004, the national lawyer industry launched a centralized education and rectification campaign for lawyers. From April to the end of the year, under the organization of the Municipal Bureau of Justice and the Municipal Lawyers Association, Tianjin lawyers carried out the education and rectification work of “three educations” and strengthening “three norms”. This work has achieved remarkable results, and the lawyer team has been further purified. On April 16th of this year, in order to strengthen the integrity of the industry and the construction of lawyers' professional ethics, the signing ceremony and press conference of Tianjin lawyers' practice liability insurance and personal accident insurance were held. By insuring all registered lawyers in the city with lawyer's practice liability insurance and personal accident insurance, we will further enhance the social credit of the lawyer industry and protect the lawyer's practice rights and interests.
