为着力解决律师执业与发展中遇到的突出问题、畅通律师维权渠道、加强法律职业共同体建设，天津市律师协会进一步完善了律师预约会见平台功能，并开通了远程会见系统。为规范行业竞争，律师协会出台了《天津市律师服务收费行业指引（市场调节价）》。为推进律师执业便利化，开通了“律师一卡通”，建立了律师电子身份识别；同时积极拓宽福利范围，组织开展律师年度体检，制定了《天津市律师协会会员互助金管理办法》，并开展春节大走访、大慰问，使会员切实感受到协会的温暖。

天津市律师协会对标新形势、新要求，结合行业发展情况，修订《天津市律师协会章程》；健全完善相关制度，畅通联系服务律师渠道，直接听取广大会员呼声、心声，全面掌握律师事务所和广大律师生存发展状况，及时回应律师关切的问题。

为着力加强和完善实习人员管理，天津市律师协会制定了《申请律师执业人员实习管理规则实施细则》《申请律师执业人员实习考核规程实施细则》，优化工作环节，丰富培训课程，加大对面试考官库和试题库的调整和优化，进一步推动考核评价的标准化、规范化、便利化。

第一，大数据重点项目具有全国领先的网上审批、管理、公示等功能，率先实现真正意义上的网上审批，落实“放管服”改革和“一制三化”改革要求，为律师提供全流程网上服务，为百姓打造“淘宝式”律师查询平台，助力管理机关实现智慧管理、预警联动，目前访问量已近170万人次。疫情期间，全市全面实现许可事项“不见面办理”，在全国大部分省市推迟考核的情况下，天津如期开展线上考核，走在全国前列。

第二，全国首例具备人脸识别功能的律师类电子证书是基于平台优质数据，借助支付宝实名认证和金融级生物识别技术，通过与公安可信身份认证平台（CTID）比对后生成的电子证书，具备“刷脸领取，双重核验”的特点，可以在全国全面覆盖所有律师证书类型，也是首次由公、检、法、司联合发文并召开新闻发布会确认效力的律师类电子证书。律师手持手机即可通行办案机关，令假律师无处遁形。目前，证书核验设备已部署到天津市各级法院、检察院、公安看守所和政务服务大厅等70多家单位，申领人数超过6000人，核验9万余人次，国务院新闻办、司法部、人民网、新华网和天津市媒体均进行了全方位报道。

It is also the first lawyer's electronic certificate that has been jointly issued by the public, procuratorate, law and department and held a press conference to confirm the validity. Lawyers can pass the case-handling agency with the mobile phone, and fake lawyers have nowhere to hide. At present, certificate verification equipment has been deployed to more than 70 units including courts at all levels, procuratorates, public security detention centers and government service halls in Tianjin. The number of applicants exceeds 6,000, and more than 90,000 person-times have been verified. Information Office of the State Council, Ministry of Justice, People's Daily Online, Xinhua Net and Tianjin media have all carried out comprehensive coverage.
第三是首个部署在公安机关以外的远程视频会见系统。基于2013年上线的律师预约会见平台，天津市率先将刑事诉讼文书格式申请了地方标准。2017年上线了全国首个刑事案件委托备案系统，将会见所需的律师证、委托书、介绍信全部电子化，率先实现“无纸化会见”，有效保障了律师的执业权利，同时也避免了随意会见、多人会见，既规范了律师执业行为，也提高了效率。目前已有效备案刑事案件6万余件，预约会见26万余人次。
The third nationwide case is the first remote video meeting system deployed outside the public security organs. At present, more than 60,000 criminal cases have been effectively filed, and more than 260,000 appointments have been made.
2019年，天津市结合电子证书拓展应用，研发上线了全国首例部署在公安机关以外的“远程视频会见亭”。它采用加密视频传输技术，支持自动双向录像合成、间歇360度环视录像，具有首创、安全、灵活、易于推广的特点。目前，天津市司法局已与公安机关联合发文，将远程视频会见终端推广到全市看守所和各区司法局。首批调试联通的会见终端已经正式上线运行，效果良好，律师满意度高，并在当年8月底实现了全市看守所与律师任意两类终端之间“一对多”的视频会见，有效缓解了会见室不足的问题，也为疫情防控常态化情况下兼顾监所安全和律师执业权利保障提供了技术支撑。

The first batch of meeting terminals for debugging and Unicom has been officially put into operation, with good results and high lawyer satisfaction. It is expected to be realized by the end of August. The city's “one-to-many” video meeting between any two types of terminals at the detention center and the lawyer's side effectively alleviates the problem of insufficient meeting rooms and provides technical support for the security of prisons and the protection of lawyers' rights to practice under the normalized situation of epidemic prevention and control.

第四是天津成为了全国首批律师业务数据采集汇聚试点城市。作为司法部确定的首批五个试点省市之一，天津充分调研，论证方案，积极投入研发力量，结合刑事案件委托备案系统取得的经验，研发上线了“天津市律师业务备案系统”，全面覆盖刑事诉讼、民事诉讼、行政诉讼、行政复议、仲裁、非诉讼法律事务、法律顾问、咨询和代书、公益法律服务九大类律师业务，以实现律师业务数据的全填报、全采集、全汇聚，并通过大数据分析，为科学决策提供参考。

As one of the first batch of five pilot provinces and cities identified by the Ministry of Justice, our city has fully investigated and demonstrated plans, actively invested in research and development, combined with the experience gained in the criminal case filing system, developed and launched the “Tianjin Lawyer Business Filing System”, a comprehensive covers nine major types of lawyer services, including criminal litigation, civil litigation, administrative litigation, administrative reconsideration, arbitration, non-litigation legal affairs, legal counsel, consultation and representation, and public welfare legal services. It will realize full reporting, full collection and full convergence of lawyer business data, through big data analysis, provide a reference for scientific decision-making.
