2019年是新中国成立70周年及新中国律师制度恢复重建40周年，也是天津市律师行业挑战与机遇、发展与荣光并存的一年。第八届天津市律师协会坚持以习近平新时代中国特色社会主义思想为指导，深入学习贯彻党的十九大和十九届二中、三中、四中全会精神，深入贯彻落实习近平总书记对律师工作的重要指示，树牢“四个意识”，坚定“四个自信”，做到“两个维护”。在天津市司法局党委的坚强领导下，全市广大律师团结奋进，锐意进取，行业发展全面加速。

The Eighth Lawyers Congress in Tianjin
2019 marks the 70th anniversary of the founding of the People's Republic of China and the 40th anniversary of the restoration of lawyer system. It is also a year where challenges and opportunities, development and glory coexist in Tianjin's lawyer industry. The 8th Tianjin Lawyers Association adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and thoroughly studied and implemented the spirit of the nineteen and nineteen sessions of the second, third and fourth plenary sessions of the party, and thoroughly implemented the important instructions of General Secretary Xi Jinping on the work of lawyers. It firmly adhered to the “Four Consciousnesses” and strengthened the “Four Matters of Confidence”, and achieved “Two Upholds”. Under the strong leadership of the Party Committee of the Municipal Bureau of Justice, the majority of lawyers in the city united and forged ahead with determination, and the development of the industry accelerated in an all-round way.
换届以来，各级领导高度重视律师工作，天津市司法局党委书记、局长王红卫，市司法局党委委员、副局长、市律师行业党委书记刘基智多次深入律师行业视察指导工作。在各级领导的关怀、支持和全市广大律师的共同努力下，天津律师业呈现出良好的发展态势。截至2020年6月，全市共有律师事务所899家（其中个人制所487家、普通合伙制所402家、特殊的普通合伙制所9家、国资制所1家），律师8274人（其中专职律师6653人、兼职律师212人、派驻律师419人、法律援助律师48人、公职律师681人、公司律师261人）。根据司法部数据显示，截至2019年年末，天津市律师人数占常住总人口比例为0.052%，居全国第三，仅次于北京和上海。全市律师担任党政机关、人民团体、企事业单位法律顾问9174家，办理诉讼案件87906件、非诉讼案件17398件，业务总收入23.78亿元，比上一年度增长9.1%。
Since the change of office, leaders at all levels have attached great importance to the work of lawyers. Wang Hongwei, secretary and director of the Municipal Bureau of Justice, and Liu Jizhi, member of the Party Committee and deputy director of the Municipal Bureau of Justice, and Secretary of the Party Committee of the Municipal Lawyers Industry have conducted inspections and guidance work in the lawyer industry for many times. With the support and joint efforts of the majority of lawyers in the city, Tianjin's lawyers have shown a good development trend. As of June 2020, there are a total of 899 law firms in the city (including 487 individual law firms, 402 general partnership firms, 9 special general partnership firms, and 1 stateowned firm), and 8,274 lawyers (including 6,653 full-time lawyers, 212 part-time lawyers, 419 assigned lawyers, 48 legal aid lawyers, 681 public lawyers, and 261 corporate lawyers). According to data from the Ministry of Justice, as of the end of 2019, the number of lawyers in Tianjin accounted for 0.052% of the total permanent population, ranking third in the country, second only to Beijing and Shanghai. The city's lawyers acted as legal advisers for party and government agencies, people's organizations, enterprises and institutions with a total number of 9,147. They handled 87,906 litigation cases and 17,398 non-litigation cases. The total business income was 2.378 billion yuan, and it was 9.1% higher than the previous year.
