在深化改革的过程中，律师的服务领域持续拓宽，并朝着多元化方向发展。天津律师为第43届世界乒乓球锦标赛、“天交会”等重大活动提供法律支持，为企业改制、转轨提供法律服务，大力发展提存见证业务，积极开辟房地产交易、国有资产转让、金融、证券等新业务领域。同时，通过担任区、县政府法律顾问，广大律师为政府重大决策、对外开放、投资合作以及政务工作提供多样化的法律服务。律师不仅办理一般的刑事、民事案件，而且也办理投资贸易、不动产、股票、知识产权、海事海商、税务、高科技开发等业务，各类经济社会活动都有了律师的身影。

1997年5月28日，为加强法律援助工作，天津市成立了市级法律援助中心。此后，各区、县法律援助机构陆续成立，专业的律师法律援助队伍逐步建立，法律援助工作有了组织保障。

在积极参与法律援助工作的同时，广大律师还热心公益事业，用爱心回报社会。1998年发生的特大洪灾牵动着天津律师的心，天津市律师协会于当年8月21日在天津市抗震纪念碑前举办了“天津律师界情系灾区、赈灾捐款”义务法律咨询活动，来自全市律师事务所的百余名律师参加了活动。在提供咨询的同时，广大律师还踊跃捐款，不到一小时，捐款数额就达到了20余万元，彰显了行业的社会责任心。

The huge floods that occurred in 1998 touched the hearts of Tianjin lawyers. On August 21 of that year, Tianjin Lawyers Association organized the “Tianjin Lawyers Circle's Legal Consultation Activity for Disaster Relief Donations Obligation” compulsory legal consulting activities in front of the Tianjin Earthquake Monument. More than 100 lawyers from law firms participated in the event. While providing consultation, the lawyers also donated on the spot. 2000年前后，天津津华律师事务所、天津安信律师事务所的家庭法律顾问业务开展得如火如荼。针对公民家庭的需求特点和承受能力，律师事务所采用了收取较低签约费的方式，一般的家庭法律问题免费咨询，复杂的法律事务商议收费。2001年，仅津华律师事务所一家，就与340多户家庭签约，建立了法律顾问关系，一时成为业内与坊间热议的话题。2000年，全市律师事务所法律顾问达到6607家，这是全市法律顾问业务数量在这一阶段达到的最高峰。

2001年，中国加入了世界贸易组织（WTO），天津律师的很多工作便围绕此项工作展开。天津市律师协会在组建了行业规则、纪律维权和财务监督委员会后，又调整组建了民事经济、刑事辩护、电子商务、房地产、金融证券、海事海商和WTO法律咨询等业务委员会，并制定了相应的组织活动规则。为适应加入WTO的需要，有近千名律师接受了电子商务法律实务、美国法律制度和WTO系列讲座等方面的培训。在这一年，司法部律师公证司与全国律协、中央电视台联合举办的“首届全国律师电视辩论大赛”给全国观众留下了深刻印象，天津队最终获得了“最佳风格奖”。此次辩论赛给天津律师界带来的最大收获就是集中涌现出了一大批新人，他们后来很多都成为了律师事务所的主任或高级合伙人。

In 2001, China joined the World Trade Organization(WTO), and much of the work of Tianjin lawyers was carried out around this work. After the Tianjin Lawyers Association established the industry rules, disciplinary rights protection and financial supervision committees, it adjusted and established the civil economy, criminal defense, e-commerce, real estate, financial securities, maritime affairs, and WTO legal consulting committees, and formulated corresponding committees rules for organizing activities. In order to meet the needs of WTO accession, nearly a thousand lawyers have received training in the e-commerce legal practice, the US legal system and WTO series of lectures. In this year, the “First National Lawyers TV Debate Competition” jointly organized by the Department of Lawyers and Notaries of the Ministry of Justice, the National Lawyers Association and China Central Television left a deep impression on the national audience. The Tianjin team finally won the “Best Style Award”. The biggest gain that this debate brought to the Tianjin lawyers was that a large number of new people emerged in a concentrated manner, and many of them later became directors and senior partners of law firms.
2002年，天津市司法局制定了《关于在天津经济技术开发区实行公职律师试点工作的实施意见》，开展了公职律师与公司律师的试点工作；“天津律师网”的开通实现了律师行业管理与服务工作的网络化、信息化；天津市女律师联谊会、执业纠纷调解委员会、业务发展与继续教育委员会相继成立，律师行业的自律管理体系不断健全。

2006年，天津市滨海新区开发开放纳入国家总体发展战略布局，天津市的法律服务行业也迎来了发展的历史性机遇。为应对滨海新区开发开放，天津市律师协会组织开展了“海归律师滨海创业座谈会”，整合有海外教育背景的律师资源，为滨海新区的开发开放提供全方位的法律服务。同时又举办了“国有企业改制与律师服务”“《破产法》与企业转制重组”座谈会，积极推荐律师为国企改制和民营经济发展提供法律服务。广大律师积极介入滨海新区金融改革和土地管理改革筹划工作，承接了建立渤海银行、天津港、空港物流加工区、滨海国际机场改扩建等基础设施建设工程的法律服务业务。据统计，2006年天津律师共担任法律顾问4625家，办理刑事诉讼案件3518件、民事案件12766件、经济案件5713件、行政案件409件，办理非诉讼法律事务11180件，全年业务总收入40137万元。律师的法律服务成为促进经济社会发展的重要力量。

In response to the development and opening up of the Binhai New Area, Tianjin Lawyers Association organized the “Symposium for Overseas Returned Lawyers to Start a Business in Binhai” to integrate the resources of lawyers with overseas education backgrounds to provide a full range of legal services for the development and opening up of the Binhai New Area. Held the “State-Owned Enterprise Restructuring and Lawyers Service”, “Bankruptcy Law and Enterprise Restructuring and Reorganization” symposiums, and actively recommended lawyers to provide legal services for the reform of state-owned enterprises and the development of private economy. The majority of lawyers actively participated in the financial reform and land management reform planning of Binhai New Area, and undertook legal services for the establishment of infrastructure construction projects such as Bohai Bank, Tianjin Port, Airport Logistics Processing Zone, and Binhai International Airport. In 2006, Tianjin lawyers served as legal advisors to 4,625 companies in total, handled 3,518 criminal cases, 12,766 civil cases, 5,713 economic cases, 409 administrative cases, handled 11,180 non-litigation legal affairs. The total annual business income is 401.37 million yuan. Lawyers' legal services have become an important force in promoting economic and social development.
在开展各类法律服务的过程中，广大律师集合各方面的优势，发挥团队作用，有效介入经济社会的各个领域。2005年，受天津市人大常委会法工委委托，天津市律师协会组织律师起草了《天津市制定地方性法规听证办法（草案）》，并由市人大常委会审议通过，在全国开创了律师协会接受委托起草地方性法规草案的先河。2006年，律师协会又接受市政府法制办和市国土房管局委托，完成了《天津市城镇房屋交易管理条例（草案）》的起草工作，并获得通过。广大律师在参与地方立法和法规修改工作中充分发挥了专业作用。在服务重大赛事和重大经贸活动中，律师也进行了有效参与。2007年组建了奥运律师顾问团，为2008年北京奥运会天津分赛区基础工程建设和各项组织工作提供法律服务。18家律师事务所参加了由天津市政府、全国工商联和美国企业成长协会共同主办的“中国企业国际融资洽谈会”。此后历届融洽会，律师均积极参与。

In the process of carrying out various legal services, lawyers in our city gather superior resources from various aspects, give full play to team advantages and effectively intervene in various fields of economy and society. In 2005, entrusted by the Legal Work Committee of the Standing Committee of Tianjin Municipal People's Congress, Tianjin Lawyers Association organized lawyers to draft the Hearing Measures for Formulating Local Laws and Regulations in Tianjin, which was reviewed and approved by the Standing Committee of the Municipal People's Congress. At that time, it was the first time in China that lawyers associations were entrusted to draft local laws and regulations. In 2006, Tianjin Lawyers Association was entrusted by the Legislative Affairs Office of the municipal government and the Municipal Bureau of Land and Housing Management to complete the drafting of the Regulations on the Administration of Urban Housing Transactions in Tianjin (Draft), which was passed. Lawyers have fully played their professional role in participating in the revision of local legislation and regulations. At the same time, lawyers also participate effectively in serving major events and major economic and trade activities. In 2007, an advisory group of Olympic lawyers was set up to provide legal services for infrastructure construction and various organizational work in Tianjin Division of the 2008 Olympic Games. Eighteen law firms participated in the “International Financing Fair for Chinese Enterprises” co-sponsored by Tianjin Municipal Government, All-China Federation of Industry and Commerce and American Enterprise Growth Association. 2008年以来，围绕服务天津市重点项目建设，天津市律师协会组建了律师顾问团，为第六届东亚运动会、天津夏季达沃斯论坛等活动提供全程法律服务，得到了市委、市政府的高度评价。围绕服务企业发展，律师协会组建了“中小企业法律服务团”，在全行业开展“百名律师进百家民营企业”“律师进企业，牵手共发展”的专项活动，通过“一帮一、结对子”的形式，让律师主动深入企业，实实在在地为企业办实事。围绕服务新农村建设，律师协会组建了农村城镇化业务委员会，组织全市律师，特别是郊区县律师为天津推进农村示范工业园区、农业产业园区和农民居住社区联动建设，促进“三改一化”提供法律服务。

In particular, lawyers in suburban counties promoted the joint construction of rural demonstration industrial parks, agricultural industrial parks and farmer residential communities for Tianjin and provides legal services in the trial of “three reforms and one transformation”.
在各项工作有效开展的同时，天津律师继续深入参与各类公益事业，在助学、济困、赈灾等各个领域都有律师的身影。2008年“5·12”汶川大地震发生后，全市律师积极行动起来，主动要求为灾区捐款捐物，并通过各种渠道捐款92万余元。2009年迎来了新中国律师制度恢复重建30周年。12月27日，天津市律师协会在喜来登大酒店举办了天津律师制度恢复重建30周年纪念表彰大会暨天津律师协会2009年年会。来自全市各区、县的400余名律师参加了此次大会。会议对评选出的“十佳青年律师”“十佳公益律师”“十佳公益律师事务所”进行了表彰，并授予12位律师“律师事业特殊贡献奖”、46位律师“律师荣誉奖”。

2011年7月27日，天津市法律服务中心正式落成并启用，为天津律师业的发展带来了新的动力。作为全国首家集法律援助接待、律师法律服务、法律服务人才交流于一体的专门服务群众的场所，服务中心的设立，增强了天津法律服务的能力与水平。位于法律服务中心内的律师协会新会馆设置有服务大厅、报告厅、多功能厅、健身厅、纪律法庭等新的场所，使新会馆集合了办公、会议、培训、文体、娱乐、健身等多功能于一身，进一步完善了律师协会的管理与服务功能。新会馆启用以来，为有效利用协会资源，开展了各类培训及文体活动，使每位会员真正享受到了协会“家”一样的温暖。2011年12月4日，天津市律师协会与天津电视台，天津电台滨海广播、经济广播，北方网在法律服务中心联合举办了“天津市法律服务中心开放日”系列宣传活动。此后，律师协会定期或不定期地在休息日、节假日和宣传日举办“法律服务中心开放日”活动，由多家知名律师事务所的律师为群众答疑解惑。为进一步扩大律师的服务范围，律师协会与北方网合作开办了《律师帮办》栏目，组织律师事务所实时在线，为网民提供法律咨询服务，打造“天津最大的网上法律服务平台”，得到了社会各界的强烈反响。在各项工作的引导下，广大律师与律师事务所把强化法制宣传、服务为民作为职业价值的体现和追求目标，主动深入百姓之中，开展公益活动，并在众多律师事务所中将公益服务形成常态。
