On the day of celebrating the founding of the Communist Party of China, looking through historical archives, the memory of the photo is 42 years of vicissitudes. 42 years ago, the lawyer system of the People's Republic of China was restored and rebuilt, and the spring breeze melted the rain and nourished the fertile soil. Now, the new era gave lawyers a new mission, patriotism, dedication, and glory.
伴随着改革开放的春风，天津律师从探索、起步到发展、前行，从无到有，从小到大，从少到多……走上了法制化的轨道，也取得了历史性的成就。

党的十一届三中全会以后，随着“健全社会主义民主，加强社会主义法制”方针的确立，新中国的律师制度也获得了新生。1979年12月9日，司法部颁布了《有关律师工作的通知》，这一年也因此被视为新中国律师制度恢复重建的元年。
After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, with the establishment of the principle of “improving socialist democracy and strengthening the socialist legal system”, the lawyer system of the People's Republic of China has also been reborn. On December 9, 1979, the Ministry of Justice issued the Notice on Lawyers' Work. This year was the first year of the restoration and reconstruction of the lawyer system of the People's Republic of China.
1980年8月，五届全国人大常委会第十五次会议讨论通过了《中华人民共和国律师暂行条例》，并于26日正式颁布，标志着中国的律师制度进入了一个崭新的发展阶段。
In August 1980, the 15th meeting of the Standing Committee of the Fifth National People's Congress discussed and passed the Interim Regulations on Lawyers of the People's Republic of China, which was formally promulgated on the 26th, marking that China's lawyer system has entered a new stage of development.
1978年3月5日第五届全国人大通过的《中华人民共和国宪法》中第四十一条规定“被告人有权获得辩护”
