THE LAWYER INDUSTRY EXCHANGES AT THE TURN OF THE CENTURY
1997年香港回归，天津市司法局、市律师协会与市公证协会共同举办了“97庆香港回归，天津—香港律师界法律与实务报告会”，两地律师就香港回归后相关法律事务的前瞻性课题进行了研究。此后，津港律师业务交流与合作的领域不断拓宽，往来日益频繁。1998年7月27日，香港律师在天津设立的首家办事处——香港简家骢律师事务所天津办事处开业。2004年5月13日至14日，在天津市司法局举办的“津港澳台法律服务合作与发展论坛”中，市司法局、律师协会与香港律师会、澳门律师公会分别签订了津港、津澳两地律师业交流与合作协议，天津嘉德恒时律师事务所与香港简家骢律师行签订了联营协议，使天津律师对外交流合作不断深化。
In 1997, after the return of Hong Kong, Tianjin Municipal Bureau of Justice, Tianjin Lawyers Association and Tianjin notarization association jointly held the “Celebrating the Return of Hong Kong in 1997, Tianjin-Hong Kong Law and Practice Conference”. Lawyers from both sides had conducted a study on the forward-looking issues related to legal affairs after the return of Hong Kong. Since then, the areas of business exchanges and cooperation between Tianjin and Hong Kong lawyers have continued to expand, and exchange activities have become more frequent. On July 27, 1998, the first office of Hong Kong lawyers in Tianjin—— the Tianjin Office of Fred Kan & Co. opened. From May 13 to 14, 2004, in the “Tianjin-Hongkong-Macao-Taiwan Legal Services Cooperation and Development Forum” held at the Tianjin Municipal Bureau of Justice, the Municipal Bureau of Justice, Tianjin Lawyers Association, the Hong Kong Law Society and the Macau Bar Association have signed agreements on exchanges and cooperation between Tianjin, Hong Kong and Tianjin and Macao lawyers. Tianjin J.D.Hands Law Firm singed a joint venture agreement with Fred Kan & Co., which made the foreign exchange of Tianjin lawyers continuously deepened.

2005年11月4日至5日，天津成功举办了“第五届中国律师论坛”。来自美国、西班牙、英国、澳大利亚、德国、韩国、日本、俄罗斯、新加坡、香港、澳门11个国家和地区的律师代表和国内500多家律师事务所的律师代表1200余人参加了此次论坛。论坛以“构建和谐社会与律师业发展”为主题，以“促进天津法律服务业跨越式发展，更好地服务滨海新区建设”为宗旨，向社会各界全面展示了天津经济社会发展的成果，进一步扩大了天津法律服务业的对外交流与合作。

From November 4 to 5, 2005, Tianjin successfully held the “Fifth China Lawyers Forum”. More than 1,200 representatives from the legal profession from 11 countries and regions including the United States, Spain, the United Kingdom, Australia, Germany, South Korea, Japan, Russia, Singapore, Hong Kong, and Macau and from more than 500 domestic law firms participated in the forum. With the theme of “Building a Harmonious Society and the Development of Lawyers” and the purpose of “promoting the leap-forward development of Tianjin's legal service industry and better serving the construction of Binhai New Area”, this forum fully demonstrated the achievements of Tianjin's economic and social development to all walks of life. It further expanded the foreign exchanges and cooperation of Tianjin's legal service industry.
加强各种形式的对外交流，组织律师“走出去”，并将国外资深律师或学者“引进来”，是天津市律师协会对外交流工作委员会成立后的重点工作。行业对外交流工作呈现出了规模大、范围广、方式新的特点。面对新的挑战，除坚持固定的交流合作项目以外，律师协会还扩大了与美国、德国、英国等国家的交流范围，不断开辟新的合作项目。2008年，举办了首届“中国—德国律师国际论坛”“中美法律研讨会”，组织律师参加了“中英法律研讨会”，并开展了美国俄克拉荷马城市大学律师培训项目；2009年，组织律师代表团拜访英国大律师公会，确定开展英国BPP律师培训项目；2010年，与中国政法大学中欧法学院、德国汉堡律师协会合作开展“法治国家中律师的作用与功能”律师职业培训项目。多种形式的国际交流开阔了天津律师的视野，加深了全世界对天津律师的了解，为天津律师更广泛地开展对外交流与合作创造了条件。
Strengthening various forms of foreign exchanges, organizing lawyers to “Going Global”, and “bringing in” senior foreign lawyers or scholars are the key tasks after the establishment of the Municipal Lawyers Association's Foreign Exchange Working Committee. It can be said that the industry's foreign exchange work has shown the characteristics of large-scale, wide-ranging, and new methods. In the face of new challeges, besides the fixed exchange and cooperation projects, the Lawyers Association had also expanded the scope of exchanges with the United States, Germany, the United Kingdom and other countries, and constantly opened up new cooperation projects. In 2008, organized the “First Sino-German Lawyers International Forum”, “Sino-US Law Seminar”, organized lawyers to participate in the “Sino-British Law Seminar”, and carried out the lawyer training program of Oklahoma City University in the United States; in 2009, organized lawyer delegation went to Britain to visit the British Bar Association and decided to carry out the British BPP lawyer training project; in 2010, China Europe law school, China University of Political Science and Law and Hamburg Lawyers Association cooperated to carry out the lawyer professional training project named “the role and function of lawyers in a country ruled by law”. Through various forms of international exchanges, Tianjin lawyers have broadened their horizons, deepened the understanding of Tianjin lawyers from all walks of life, and created conditions for Tianjin lawyers to conduct more extensive foreign exchanges and cooperation.
