天津市律师协会倡议各律师事务所党组织开展党员先锋岗、志愿服务、“承诺践诺”等活动，引导广大律师，特别是党员律师、青年律师聚焦新时代党的依法治国方略，积极参与公益法律服务，特别是到基层、到乡村，“送法下乡”，解决人民群众“急、难、愁、盼”的问题，为人民群众提供普惠均等、便捷高效、智能精准的现代公共法律服务，切实增强人民群众的获得感、幸福感、安全感。

广大律师还紧紧围绕乡村振兴衔接办实事，积极开展“送法典进农村”活动，对乡村干部及广大农民进行《宪法》《民法典》的全面普及和教育，尤其突出与乡村振兴有关的农业现代化、农村现代化、农民现代化及土地承包经营权、宅基地使用权、婚姻家庭继承制度、环境污染和生态破坏侵权责任等内容的宣讲。广大律师组织“乡村振兴依法治理大讲堂”，开展面对面入户释法、解疑释惑、疏导情绪法律服务活动，服务保障民生。同时持续开展“遵法守法·携手筑梦”服务农民工公益法律服务行动，加强对农民工的关心关爱，符合法律援助条件的，做到应援尽援，维护其合法权益。

除在以上方面发挥作用外，在自身完善和发展上，天津市律师协会聚焦“四化”发展，协同创新，针对全市律师事务所结构化问题，组织调研组分赴福建、湖南、浙江、上海、昆明等省市律师协会及当地律师事务所调研交流，充分吸收调研成果，并结合天津行业发展实际，有针对性地制订阶段重点工作计划以及解决行业发展短板的工作方案。同时组织律师事务所主任、合伙人举办律所规模化建设主题座谈会，帮助律师事务所吸收优秀人才、促进律师事务所强强联合，通过引导、推动等方式促进合并转型，激发“1+1＞2”的发展动力。
