Recommendations in the 2016 Report
Consequently,upon the complicated factors of current status of Chinese programs in Australian schools,the report suggests an urgent issue and also representing the interests of nation,is to increase the cohort of continuing L2 learners and to develop a cohort of L2 graduates with high-level proficiency in Chinese.To achieve this goal,the report providessix feasible recommendations,as below.
(1)Improve retention and quality for learners in all streams.
(2)Develop a cohort of local high school graduates from among home speakers and classroom learners who are super proficient in Chinese to serve national security and development needs.
(3)Improve the quality of teachers and the number of L2 speaking teachers.
(4)Establish publicly what can be achieved by students at each level.
(5)Create language learning resources appropriate to Australian schools.
(6)Monitor the progress of Chinese learning nationally(Orton,2016:20).
Among these six recommendations,to improve retention and quality for learner in all streams include two separate approaches,①creating a Chinese as a Second Language course in Years 11 and 12 legally accessible only to classroom learners,and②providing L1 and home speaker learners with quality courses to develop their Chinese for the benefit of themselves and the country.This recommendation is eventually translated into the creation and introduction of a new VCE Chinese study in 2017,VCE Chinese Language,Culture and Society.
