1.The China Transport Company is downsizing in the end of June 2016.It has large quantity of COE that will become surplus due to this downsizing.
2.The Chinese National Authorities have given the approval(Annex A)to partly donate and partly dispose,through UNMIL,the COE that has become surplus.The items to be donated to Government of Liberia(GoL)are at Annex B and items that are to be disposed through UNMIL are at Annex C.
3.The China Transport Company will organize the donation process for items at Annex B in coordination with the Chinese Embassy and GoL.UNMIL is requested to dispose the COE items at Annex C on behalf of China Transport Company.The method of its disposal will be at the discretion of UNMIL,in accordance with Property Management manual that includes disposal through donation,commercial sale,as scrap or any other.
4.As confirmed by the Chinese National Authorities,the disposal by UNMIL will be at nocost basis and no claims will be presented by Government of China to UN in expectation of a financial compensation for any potential revenue generated from disposal actions associated with COE.China Transport Company will have no further liability over the COE once it has been handed over to UNMIL.Similarly,UN will have no further liability over the COE once it has been disposed.
5.Once the handing/taking over document has been signed by China Transport Company and UNMIL representatives,the COE will be removed from the list of active inventory of CHINTPT in eCOE database.The Unit will only be responsible for guarding this COE until UNMIL get it removed from China Transport Company camp.
