2)Imperative Sentences and Slogan-type Sentences
The Reports are created by collective wisdom and revised by experts for several times.In the texts,some modal verbs are used to convey a meaning of“command and determination”.This distinctive feature can be illuminated from several examples.
Example 5“任何艰难险阻都挡不住我们前进的步伐。我们的目标一定要达到!我们的目标一定能够达到!”
“No difficulties or obstacles can impede our progress.We must achieve our goals!And we definitely can achieve them!”
“一定要”and“一定能”in Chinese are persuasive and we become confident with greater determination when reading the original sentences.In English,the persuasion of slogan-type sentences manifests by using two modal verbs and one adverb“definitely”.
Different modal verbs are equipped with different meanings,such as“may”standing for possibility or a condition,“should”referring to responsibility or suggestion while“can”meaning the capability.It's necessary to distinguish among them and choose to right one to convey the right meaning in translation.The following is the example of translation with modal verbs.

Modal verbs are used with other verbs to change their meanings by expressing ideas such as possibility,permission or intention.
