战略目标(Strategic Objectives)
根据UNWTO最新公布的数据,2018年,中国入境旅游接待规模位居全球第四,排在法国、西班牙和美国之后。尽管中国目前外部环境相对复杂,内部资源也有待优化,但在文旅融合发展的新时期,随着各项政策的带动,中国入境旅游市场的发展前景良好,其增长趋势有望得到进一步稳固。
“十三五”期间中国旅游业提出,2020年旅游市场总规模达到67亿人次,旅游投资总额2万亿元人民币,旅游业总收入达到7万亿元。其中发展国际旅游的目标就是大大提高国际影响力,包括入境旅游持续增长,出境旅游健康发展,与旅游业发达国家的差距明显缩小。2020年是“十三五”规划的收官之年,我国已实现了当初的战略目标。“十四五”期间,我国旅游业发展环境总体上利大于弊,全面建成小康社会奠定了基本发展格局,高质量发展成为主线,消费持续升级,基础设施不断完善,科技迅速发展,生态文明建设迈上新台阶,这些都为旅游业发展创造了良好条件。“十四五”期间我国旅游消费将继续保持高于GDP的增长速度,出游更加理性、文明。国内四五线城市以及农村旅游市场开始兴起,旅游需求在继续朝大众化、品质化方面发展的同时更加多样化;入境旅游有所上升,新兴市场可望有较好表现,来华游客动机更加多元;出境旅游保持中高速度增长,出国比重进一步上升,我国将继续保持世界第一大出境旅游客源国的地位。(https://www.daowen.com)
During the 13th Five-Year Plan period,China's tourism proposed that the total scale oftourism market would reach 6.7 billion tourists by 2020,the total tourism investment would reach 2 trillion yuan,and the total tourism revenue would reach 7 trillion yuan.The goal of developing international tourism is to greatly enhance the international influence,including the sustained growth of inbound tourism,the healthy development of outbound tourism,and the obvious reduction of the gap with the developed countries in tourism industry.2020 is the closing year of the 13th Five-Year Plan,and China has achieved the original strategic goal.During the 14th Five-Year Plan period,the overall advantages of China's tourism development environment outweigh the disadvantages.Building a moderately prosperous society in all aspects has laid the basic development pattern.High quality development has become the main line.Consumption has been continuously upgraded.Infrastructure has been continuously improved.Science and technology have developed rapidly.The construction of ecological civilization has stepped up to a new stage.All these have created good conditions for the development of tourism.During the 14th Five-Year Plan period,China's tourism consumption will continue to maintain a growth rate higher than GDP,and travel will be more rational and civilized.The domestic tourism markets in fourth-and fifth-tier cities and rural areas will begin to rise,and the tourism demand will continue to develop towards popularization and quality while becoming more diversified;inbound tourism will increase,the emerging market is expected to have a better performance,and the motivation of tourists to China will become more diversified;outbound tourism will maintain a medium-to-high rate of growth,and the proportion of outbound tourism will increase.China will continue to maintain its position as the world's largest outbound tourist source country.
