深入全球化教育扶贫,经济合作与发展组织国家共同努力
经济全球化通过贸易和金融自由化实现世界经济一体化,这可以说塑造了当今世界的重要趋势,它正以不同的方式影响着全世界。世界各国的教育改革的重要目标是通过提高教育质量和学生发展水平进而提升全球竞争力和国际影响力,经合组织在利用教育进行扶贫的过程中,充分论证了全球的社会公平和教育平等的问题。全球化是一个被广泛研究的现象,全球化是否符合社会正义的辩论一直存在。一方面,全球化确实为全球的资源共享和经济的绿色增长起到了相当大的促进作用;另一方面,当全球化趋势创造出一部分赢家和输家时,社会差距拉大,对社会保护的需求可能会增加。因此在这种情势下,经合组织不仅总结出经济全球化和社会保护与国家间不平等的联系[55],并且用新的指标来衡量全球化和社会正义之间的关系。[56]经合组织教育政策委员会2012年4月发布的《全球关系战略》指出,经合组织全球教育战略对于成员国和伙伴国具有互惠互利的影响,即经合组织成员国将获得有关教育改革与发展的多样观点与解决方案,并扩大经合组织标准和价值的影响力等;而伙伴国将受益于经合组织的测评工具和政策指导以及大量的同行学习和能力建设机会等。[57]总之,经合组织在全球化趋势的潮流下,借鉴新自由主义理念的思想,对全球教育的完善和贫困的治理,不仅面向全球实行,更需要全球共同参与。
