三、中国模式不是非洲的必然选择

德鲁·汤普森认为,“非洲领导人支持北京共识表明北京的软实力具有非常大的吸引力:长期存在的友好关系史、不带任何限制条件的经济和技术援助、世界上最大的发展中国家和拥有发展中国家最多的大陆之间的日益增长的贸易”[244]

然而,在曼纳·彼得·范戴克看来,1978年至2008年中国的经济发展模式适合中国,但它是以中国的历史、文化和吸收国外先进技术为先行条件的。该模式是历史现实与文化特征相结合的产物,不可能移植到其他国家。首先,它不是一个连贯的经济战略,没有相关条件无法成功;其次,北京共识的一些因素是专门适合中国国情的,非洲国家不具备这些因素;再次,一些非洲小国不可能像中国一样在全球经济中发挥同样的作用,只能专注于一些具有比较优势的特殊产品[245]
